3.1 Budget Presentation
- Paul Rockwood did a powerpoint presentation on the 2006 5 year financial plan. Public input was received in regards to funding for arts, trails and paths, and heritage projects.
 
3.2 Presentation of CANFR award
- Mayor Trasolini presented Mr Rockwood and staff with the Canadian Award for Financial Reporting, awarded for the cities annual report and financial reporting practices.
 
3.3 Port Moody Inlet Tennis Group
- the group presented a proposal for having indoor tennis courts by enclosing the existing courts with a removeable shell, and a services building including change rooms, washrooms, etc.
 
3.4 Hazard risk and Vulnerability Analysis
- presentation by Emergex on the analysis undertaken through the fire department.
 
4.2 Five year financial plan bylaw and related fund reserve bylaw
Unanimous approval of 1,2 and 3rd readings.

4.3 City Ticketing Bylaw - increase to dog violation charges
- staff recommended increasing fines for various dog offenses (off leash, excrement, etc) from $ 35 to $ 50 and increases for 2nd and 3rd offenses.  Amendment proposed by councillor Rockwell to increase fine amounts to $ 100,200 and 300 respectively for 1st, 2nd and 3rd infractions.  Carried, councillor Clay voting against.

I voted against the amendment as I think it is overly punative in the majority of the cases, and that in the incidents that cause a real problem, the amount of the fine becomes the least of anyones concern !(like a dog attacking a child or another dog). I supported the amended bylaw however, as I support the concept as a package.
 
4.4 Development variance Permit - 333 Avalon Drive

THAT staff be authorized to issue Development Variance Permit No. 2006-63 to facilitate the construction of a single-family home as proposed at 333 Avalon Drive;

AND THAT the Mayor and the City Clerk be authorized to execute the necessary legal documents required in support of this application.

5.1 Canadian Cancer Society - Relay for Live - Delegation from 3/28 meeting

THAT the City of Port Moody issue a challenge to the District of Pitt Meadows to put together a City relay team and participate in the Canadian Cancer Society’s Relay for Life to be held June 3rd, 2006 at the Coquitlam Town Centre Stadium.

The city issued a challenge to the city of Pitt Meadows to put together a team and participate in the 2006 relay for life , carried unanimously.

 
5.2 Chapter of the Council of Canadians - Delegation from 3/28 meeting
- an amended motion put forward by councillor Rockwell was carried unanimously

THAT whereas the City of Port Moody supports universal access to clean, safe water for all generations, now and throughout the future, by supporting publicly and cooperatively controlled water services that have genuine community participation;

THEREFORE BE IT RESOLVED that the City of Port Moody call on the government of Canada to implement measures in federal bilateral and multilateral agreements and policies that prevent the privatization of water services, and

BE IT FINALLY RESOLVED that this resolution be forwarded to the UBCM and the FCM for their consideration.
 
5.3 Bert Flinn Park enforcement - Verbal update, Mayor Trasolini
- the mayor spoke of the ongoing efforts of the police and fire services as well as bylaw enforcement in regards to the resident concerns of the partying in the park.
 
6.1 Pedestrian Signal - Ioco and Alderside
- after much heated discussion, this item was deferred by council to be considered as part of the Ioco corridor traffic study.

THAT the results of the public survey on the proposed pedestrian signal at the Ioco Road and Alderside Road intersection be received.

THAT a special crosswalk be installed at the intersection of Ioco Road and Alderside Road.

THAT the foregoing motion be amended to include the following wording:
“AND THAT the light at the pedestrian activated signal be a solid red light rather than a flashing amber light as originally proposed.”

Mr. Ron Wong, Bunt & Associates, the traffic consultant who undertook the traffic study for the proposed pedestrian signal, responded to questions from Council regarding the impact of site lines and driver speed relative to whether adequate stopping distances were achievable at the location of the proposed crosswalk.

THAT the decision on whether to install a special crosswalk at the intersection of Ioco Road and Alderside Road be deferred until such time as the Ioco corridor traffic study is completed.
 
The Mayor ruled that a motion to defer was not in order.
The ruling was challenged.
The Mayor called for a vote as to whether the ruling of the Chair was to be sustained.
The vote was defeated and the ruling was not sustained.

6.2 Community Care and Heritage commission appointments

6.3 Heritage Register expansion
4 residences and 2 general moody centre areas added to the heritage register.

THAT the expansion of the Port Moody Heritage Register, with six Statements of Significance as outlined in Attachment 2 of the report of the Planning and Development Services department dated April 4, 2006, be adopted by Council, pursuant to Section 954 of the Local Government Act.
