"The vote is entirely carried by Vancouver, Surrey and Burnaby, and it wouldn't matter what the other municipalities voted. They would do what they feel is appropriate for everyone."

Kingsbury said it's time to take SkyTrain out of the hands of TransLink and return it to the province. He said that although he did vote in favour of the formation of the GVTA and TransLink - which took responsibility for SkyTrain away from the province - the situation has changed.

"I voted in favour of taking on TransLink with the understanding that it would be built phase one, phase two," he said of SkyTrain. "Obviously, as is a result of today's meeting, phase two is not part of the equation as far as TransLink's concerned so the conditions have changed."
