3.1 Offical Community Plan (OCP) review
 

The Planner outlined the suggested format for reviewing the OCP chapters before Council and noted that additional public input will be available again later in the process. She advised that the previous direction provided by Council on changes to the OCP have been incorporated for further review and comment. She suggested there is a need for a definition of the zero to minimal growth statement of Council.

THAT the definition of zero to minimal growth to be included in the Housing Chapter be residential redevelopment or infill where no new changes in density or zoning are proposed.

The Planner introduced Chapter 4: Overall Land Use Strategies noting the changes made.

THAT Chapter 4 – Overall Land Use Strategy be approved with the inclusion of section 4.2.9 Section 286 Agreement Area.

THAT the foregoing motion be amended by adding:

AND THAT Overall Land Use Plan Map 1 be amended by removing the multi-family designation for the 2800 and 2900 block north side St. George Street.

It was noted that Map 1 – Overall Land Use Plan should be amended to extend the land use designation for Reed Point Marina to include the commercial moorage area.

The Planner introduced Chapter 8 – Housing.

THAT Chapter 8 – Housing be approved with the amendment that the statement in Policy 6 relating to SkyTrain be removed.

The Planner introduced Chapter 9 – Economic Development.

THAT Chapter 9 – Economic Development be amended by deleting the paragraph which refers to future transit stations from the section titled “The Continued Evolution of Moody Centre”.

THAT Commercial Policy # 9 related to Evergreen Line rapid transit stations be removed.

THAT a new Policy #1 under the Industrial Policies section be added as follows: “The city will discourage the conversion of existing industrial lands for residential or other uses” and the remaining policies be renumbered accordingly.

THAT staff bring back suggested rewording in Section 9.2.4 – Industrial Business Development – Considerations for Future Directions, to more clearly identify the changing use of industrial land.

The Planner introduced Chapter 15 – Neighbourhood Plan Areas.

THAT the third bulleted paragraph under Policy #1 of section 15.2 Moody Centre be amended by deleting the word “exploring” and replacing it with “undertaking”.

THAT the fifth bulleted paragraph under Policy 1 of Section 15.2 – Moody Centre, which refers to transit oriented development principles be removed;

AND THAT the seventh bulleted paragraph under Policy 4 of Section 15.2 – Moody Centre, which refers to transit oriented development principles, be removed;

AND THAT the last sentence of Policy 5 of Section 15.2 – Moody Centre, which refers to future SkyTrain stations be removed.

THAT the foregoing motion be tabled while staff obtains the Zoning Bylaw to respond to questions related to the Ioco lands east of First Avenue.

THAT Appendix 5: Waste Conversion & Waste Management Council Recommendations be approved.

The Director of Planning and Development suggested the next step is to go through maps following which the only section left to review is the regional context statement.

He indicated the revised regional context statement will be brought back to Council. Following completion, staff will incorporate the changes directed by Council and return the draft OCP to Council followed by a Town Hall Meeting. The appropriate bylaws for adoption of the OCP would then be brought forward for first and second reading, likely in May.

It was suggested that a new category for preferred future bus routes be added for which future public consultation would be required.

The Planner advised that Map 6 – Bike Routes and Map 7 – Pedestrian Routes have been separated into two maps.
