4.5 Amendment to Development Authorization 2002- 14 for the Proposed Heritage Middle School

Mr. Gary Holtz, spoke in favour of the application on behalf of School District 43 and introduced the project consultants to review the application and respond to questions.
 
Michael Wartman, B+H BuntingCoady Architects, advised that the civil, landscape and arborist consultants are present to answer any questions. He reviewed the display boards which illustrate the proposal and noted that while the school is planned to be in the Village of Anmore, there are elements that require Port Moody’s approval because of proximity.

Norm Hol, Arbotech Consulting, Arborist on the project, advised that he assessed the edge of Bert Flinn Park and the stands of trees in this area. Because the trees have been growing very close together they do not have the stability to withstand winds after construction. He outlined the requirements to remove some weaker trees with trimming of more dominant trees to resist wind stress. He confirmed that trees removed will be replaced in accordance with the Port Moody bylaw which requires 2 to 1 replacement.

It was suggested that Port Moody staff discuss with the School District the issue of revenue opportunity related to the trees to be removed from Port Moody property.

David Spence, 2722 Henry Street, Port Moody, inquired whether the trees would be suitable for carving to be used as part of the Centennial Celebrations in 2013.

Staff was requested to look into this option.

THAT staff be authorized to issue North Shore Development Authorization No. 2011-33 subject to the required documentation, final plans, fees and securities having been submitted to the satisfaction of staff;

AND THAT the Mayor and Clerk be authorized to execute the necessary legal documents required in support of North Shore Development Authorization No. 2011-33.

AND THAT staff be authorized to issue a tree removal permit related to the removal of trees in Bert Flinn Park to ensure a wind firm boundary east boundary of the park adjacent to the proposed Heritage Middle School, subject to the submission of required documentation, final plans, fees, securities having been submitted to the satisfaction of staff.
