An error in the staff report was noted with respect to the reference to the Parks and Recreation Commission recommendation. It was clarified that the Commission recommended the westernmost field be phased in first, not the easternmost field.

1.1 Introduction of Art at Council

Inspiration. The online Oxford Dictionaries defines inspiration as the process of being mentally stimulated to do or feel something, especially to do something creative.

Well, tonight we have two pieces that are a result of inspiration. The Blackberry Artist’s Society joined Port Moody Senior Secondary literary students to create Inspiring Each Other, an exhibition at the Port Moody Arts Centre on now until May 27th. The students wrote a variety of pieces that were then read by members of the Blackberry Artist’s Society. From there, the artists were inspired to create pieces from the works written by the students.

A painting by Vicki Allesia was inspired by Rhys (PR: Reece) Pennock’s slogan Do School, Do Cool.

A clay vase by Dan Severance was inspired by a poem called Share written by Brianna Corniel.

This is the first time the Blackberry Artist’s Society created an exhibition in this manner, and fortunately for us they will be doing it again next year in June with the Port Moody Station Museum in celebration of the City’s Centennial.

1.2 Historical Highlight – Centennial 2013

May 10, 1939

Council considered the Police Commissioners recommendation to have Port Moody policed by the provincial government at a cost of $1,400 per annum. Council also authorized the Mayor and Clerk to sign the necessary agreement between the City and the Provincial Government.

When the City was incorporated in 1913, City Council decided to establish its own police department. Mr. C.A. Mills was appointed to the position of Chief Constable of a one person Police Department. In the same year, the City Hall was constructed and the jail was moved from the old Canadian Pacific Railway Station to the basement of City Hall located at 2425 St. Johns Street.

As the City grew, so did the police department. In the mid 1960’s a new building was constructed at 2718 St. Johns Street for the police department, volunteer fire department and City Council chambers.

Apparently the building was given the go ahead after the policemen on duty ran out of room at the City Hall jail and handcuffed several persons to the flag pole.

The City continued to grow and again the Department found they were short on space. In 1982, a referendum was put before voters. It passed and a new building was constructed at 3051 St. Johns Street.

This land was sold to the City for one dollar as it was the property of the BC Forest Service. The only condition was that the land must be used for the City emergency services.

Money was short and to save funds, two of the cellblock doors were taken from the old office at 2718 St. Johns Street and used in the new cell area. These cell doors are still in use today.

In 2006, the Department again found more room was needed and another new building was constructed next door keeping the same address, 3051 St. Johns Street. The old cellblock was very well built and continues to serve as a lockup.

In 2008 Port Moody welcomed our 12th police chief in our 99 year history, Chief Constable Brad Parker. Chief Parker now runs a department with just over 100 employees and an annual budget of over $8 million. I don’t think Chief Parker has to do some of the duties that Chief Mills was responsible for in 1913, notably -patrolling the streets, chasing tramps out of the town, keeping the children in line, and chasing loose animals back to their owners.

But the Port Moody Police continue to keep our residents safe 100 years later.

2. Public Input

Maria Wahl, Port Moody, expressed support for a new playing field at Inlet Park but not at the expense of trees and that perhaps only one field at this location is sufficient with a second field, if needed, at an alternate location. She also noted that the costs for all-weather fields are not rising significantly so waiting to develop a second field would not necessarily mean increased costs.

Peter Dasniere, Port Moody, inquired regarding any upcoming plans for seismic upgrading of the Moody Street overpass and the Ioco Road bridge at Barnet Highway. He also spoke to the petition submitted by residents at 2123 and 2125 Clarke Street noting that they are not opposed to a community garden but rather are concerned about parking.

David Hilderley, Port Moody, commented on the earlier discussion regarding Inlet Park Redevelopment and expressed concerns for the public consultation process, tree protection, traffic safety and parking. He questioned where the demand for a second field is and whether that demand could be satisfied elsewhere.

Wendy Swalwell, Port Moody, spoke in support of the OCP amendment for the Henry Street development.

Jennifer Rodriguez, Port Moody, indicated she supported Options A and B for redevelopment of Inlet Park as a compromise which preserves trees and green space while addressing the needs of soccer players.

Melissa Chaun, Port Moody, expressed concern with installing an artificial turf field and suggested the water table may be too high to install a turf field. She suggested this area be kept as a passive use park given the high ecological value and that the footprint of the field remain as is.

David Spence, Port Moody, spoke regarding the Inlet Park Redevelopment noting he did not see a baseball diamond in the northsouth aligned field. He added that on the committee of the whole agenda a section of an earlier Inlet Field report referenced City of the Arts and suggested that the arts should be part of the design of this project.

4.2 2012 Property Tax Rates Bylaw

City of Port Moody Annual Property Tax Rates Bylaw, 2012, Bylaw No.2933“ a bylaw to establish the 2012 annual property tax rates.

THAT a letter be sent to Class 4 Major Industry Properties that have their taxes capped requesting them to make a voluntary contribution for the Fire Hall replacement levy and storm drainage that would be an amount equivalent to what they would have paid had they not been capped, less the grant amount provided by the Provincial Government.

Councillor Dilworth declared a conflict of interest on the basis that her employer is affected by this issue, and left meeting 8:04 pm

4.3 Ban on the possession, sale, trade and distribution of Shark Fins

4.4 Fees Bylaw Amendment – Sewer User Charges for Industrial Permitted Users
