In response to questions from the Committee, the applicant provided further information on building placement, parking access, parking availability, the heritage conservation project, and code requirements for handicap access.
The Committee also expressed concerns that such low density use may not be appropriate in the area, and suggested that a land swap may be beneficial. A Committee member also suggested that downzoning from C3 would result in the loss of opportunity for a major development through a joint venture that could provide more benefit to the church.

In response to questions from the Committee, staff provided further information on the Regional Growth Strategy and its effects on future land use planning. Staff noted that the next steps in this process would involve Council giving the amendment bylaw first and second reading and holding a public hearing.
