Council and staff and the members of the public in the gallery observed a minute of silence.
James Kemp is the current ceramic artist in residence at the Port Moody Arts Centre where he has completed pieces for his first solo exhibition. He is currently represented by the Leo Koo Galleryin Vancouver and The Art Mur Gallery in Montreal.
James is very studio oriented and takes the position that process matters and materials have intelligence. He has a desire to disrupt and hold his audience captive without being directive.
These sculptures are gaining attention; James recently returned from a national student exhibition in Montreal and was nominated for a BMO 1st Artist Award and was awarded the Circle Craft Graduation Award. And just yesterday was accepted to an international ceramics show in New York. You may see his work at the Port Moody Arts Centre this Thursday evening in his show titled Morphology.
David Spence, as Col. Moody, provided information on the background of Mary Moody who would have been celebrating her birthday yesterday who was born 184 years ago on April 22 , 1829.
He also mentioned the quality of life in the Colony from 1885 to 1863 and that in addition to raising 8 children, she gave leadership to both the family and the community over the five years she and Col. Moody resided here.
2. Public Input
Ann Hulbert spoke regarding Mossom Creek and expressed concerns for future development negatively affecting the creek.
Elaine Willis, an Anmore resident employed in Port Moody, spoke regarding trees and their benefits, noting the OCP has a program to designate heritage trees and requested that a moratorium be placed on cutting trees until there are tree cutting regulations that will better protect trees.
Elaine Golds, Port Moody, spoke in support of the Mossom Creek Hatchery and their concerns regarding the development of loco lands noting that it is very important to properly protect this stream during development. She suggested a tree bylaw to prevent the logging of those trees.
Jeff Congram, Port Moody, spoke in support of implementing a strategy to protect the forest in the Mossom Creek watershed and suggested that Council work with environmental groups to protect trees during development of loco lands. He suggested regulations to prevent mass clearings on private property during development of that area.
David Spence, Port Moody, spoke regarding the gift of the tree from Maple Ridge for Port Moody's centennial and suggested it is valuable to remind Council that the dedication of trees in the city has been significant. He noted that in 1992 twelve trees were dedicated along the rail spur line behind the recreation centre for the 125th anniversary of Confederation. He suggested that there be a dedication ceremony for the tree from Maple Ridge and a rededication of the earlier trees.
3.1 McNair Bay Property Owners

Trevor Schmidt, McNair Bay, noted that he and his neighbour are being required by the city to enter into an encroachment agreement for retaining walls that are located on city property in front of their homes. He noted that the retaining walls were there when they bought their properties and asked that the existing situation be grandfathered and the administration fee be waived.
Larry Creighton noted that if the retaining walls were removed the slope would create a mess on the city boulevard. He suggested that because these encroachments were there long before they purchased the property they should not be held responsible.
Staff was requested to report back at the next meeting with a report on what is necessary to implement a review of the encroachment program.
Rod MacVicar and other representatives of the Burrard Inlet Marine Enhancement Society expressed their concerns for the future development of the loco lands and the potential impacts on the Mossom Creek watershed. They provided background on the Mossom Creek Hatchery requesting that consultation with concerned stewardship groups be initiated to address protection of the watershed from development. Burrard Inlet Marine Enhancement Society would like assurance that no logging will occur within the watershed prior to public consultation. They requested a temporary moratorium for cutting more than 3 trees until a tree protection bylaw is adopted. She asked that there be a process to formally protect the watershed and that a suitable access road to be built to Mossom Creek Hatchery.

Peter Dasniers, Port Moody, asked where the Fire Hall costs came from and it was confirmed the funds came from the asset renewal reserve and land sales reserve.
"City of Port Moody Heritage Revitalization Tax Exemption Bylaw, 2011, No. 2913, Amendment Bylaw No. 1, 2013, No. 2958" a bylaw to amend the definition of Project and to allow for applications for Tax Exemptions to be applied retroactively, and after project construction has commenced, for a defined period of time.

"City of Port Moody Financial Plan Bylaw, 2013, Bylaw No. 2956" a bylaw to establish the budget for the 2013 - 2017 Five Year Financial Plan.

Staff was requested to advise Council on whether the proponents' pricing would remain the same as it was 15 months ago when the RFP was first issued.

THAT Council work with environmental groups to delineate an area that will be indicated as Park in the OCP and dedicated if/when development takes place.
THAT Mossom Creek and its watershed, the Mossom Creek Hatchery and a suitable access road to the Hatchery be formally protected as a condition of any future development.
THAT a temporary moratorium be placed on the cutting of more than three trees per parcel and all significant trees in any privatelyowned land parcels in Port Moody until a Tree Retention Bylaw is adopted.
THAT careful consideration be given regarding the future David Avenue extension, such that local environmental groups are consulted during the process to ensure the best alignment.
