4.1  Metro Vancouver Affordable Housing Project Presentation

Mr. Don Littleford, Manager, Housing / Manager, Metro Vancouver Housing Corporation, along with Mr. Jerry Doll, Consultant were in attendance and spoke to a PowerPoint presentation regarding the new Heather Place Rezoning Application currently being processed by the City of Vancouver. The proposed development will replace an aging 86 unit townhouse complex with a 100% purpose built "community" consisting of three buildings (10-storey; 6-storey; and 5-storey) containing a total of 230 mixed rental housing units. Although approximately 30% of the units will be subsidized, the majority will be "market rate" rental units that make up the mixed income community.

Criteria considered in this development proposal include:
• Freehold land (or almost)
• Proximity to transit, including buses, bikeways etc.
• Availability/proximity of other amenities, recreational, health, shopping and the potential to include greenspace; sports courts; storage and appropriate parking
• Variety of unit sizes to accommodate seniors, singles, families and a design that will support community roof gardens and community kitchens as well as storage for bikes and motorized scooters
• LEED Gold Certification criteria are being met
• Potential for partnering with Modo Car Co-op to reduce parking requirements
• Alternative energy sources.

At 6:03 pm Mayor Clay expressed appreciation for the presentation and Messrs. Littleford and Doll left the meeting.

THAT the motions from the July 8th Community Care Committee meeting, as outlined in report dated July 22, 2013, be referred to staff for further recommendation for consideration at the September 3rd Committee of the Whole meeting.
