3.1 OCP Review

Following a brief introduction, remarks and PowerPoint presentation by the General Manager of Development Services, Messrs. Graham Fligg and Peter MacRae of Merrick Architecture spoke to the view studies of:
• Flavell Mill Site;
• Moody Centre Transit-Oriented Development (2 locations); and,
• Inlet Station Transit-Oriented Development (2 locations).

The Manager of Planning then, with the aid of a PowerPoint presentation, commenced a chapter by chapter review of the draft Official Community Plan (OCP):

Chapter 1:
No resolutions.

Chapter 2:

THAT staff include a paragraph for reference in Chapter 2, Key Trends and Issues, recognizing that, pre-construction of Evergreen Line, there has been traditional and historical commuting traffic patterns through Port Moody.

Chapter 4:

Moved, seconded and DEFEATED
THAT staff incorporate an FSR map into the OCP document to articulate a land use strategy and a vision of density throughout Port Moody;
AND THAT the base FSR be 2.5 in the vicinity of the Inlet Centre Station Transit-Oriented Development Area;
AND THAT the base FSR be 2.0 in the Gateway District;
AND THAT the base FSR be 1.5 in the remainder of the areas highlighted in Map 11.

THAT the Esso gas station site at the south-west tip of Coronation Park be reduced from 30 to 12 storeys;
AND THAT the remaining three 30 storey sites mimic the maximum heights of the adjacent property (26 storeys).

THAT the designation of the Coronation Park neighbourhood in the OCP remain unchanged from the current OCP, with the exception of the gas station property dealt with in the foregoing motion.

THAT the last sentence of Section 4.1.3 be amended to read, "A range of building heights are permitted up to a maximum of 6 storeys with the exception of the former Barnet Hotel site."

THAT the last sentence of Section 4.1.6, Ocean Front District, be amended to read, "Building forms will range from low to mid rise forms not to exceed 12 storeys, site coverage will not exceed 50 percent and a minimum 30 metre setback from the waterfront will be dedicated for public use."

THAT staff clarify and bring back Chapter 5, Policy 3, in regard to EnerGuide targets and benchmarking dates.

THAT policy be developed that considers the impact of future sea level rises on the community and future development.

Chapter 6:

Councillor Elliott left the meeting at 10:17pm.

THAT policy be developed to recognize the ecological importance of the Mossom Creek and North Schoolhouse Creek water sheds for inclusion in the appropriate section.

Councillor Elliott returned to the meeting at 10:20pm.

Chapter 7:

Mayor Clay left the meeting at 10:25pm; Councillor Elliott assumed the responsibilities of the Chair.

THAT the words "where feasible" be removed from Chapter 7, Policies 10 and 11.

THAT Clarke Street be added to the list of potential segments in Chapter 7, Policy 39.

Mayor Clay returned to the meeting at 10:29pm and resumed the Chair.

Chapter 8:

THAT Section 8.9.2 (d), High Density Multi-Family Form: High Rise (up to 30 storeys), be amended by changing the reference from 30 storeys to 26 storeys and by deleting the words "Moody Centre." Chapter 9:

THAT Policy 13 be added to the Industrial Policies listed in Chapter 9, related to considering alternate land use on the former city landfill site as part of the Zoning Bylaw update.

Councillor Glumac left the meeting at 10:43pm.

THAT a policy be added to Chapter 9 to encourage the Ministry of Health and Fraser Health to expand services at Eagle Ridge; attracts public and private health and wellness sectors to make investments in Port Moody; and work with existing health services providers to grow the health and wellness sector further.

Councillor Glumac returned to the meeting at 10:45pm.

Chapter 10:

THAT Chapter 10, Policy 7, be changed to reflect ‘innovation’ along with "arts and culture".

THAT Section 10.4 be amended by removing reference throughout the section to "Cultural District" and replacing it with "Cultural and Innovation District" and adding language to support this change in regard to high-tech innovation.

THAT a definition of "Cultural Plaza" be added after Section 10.4 and the appropriate changes in the document be made to reflect this definition.
