THAT the minutes be corrected on page 6, regarding the Spring Street Promenade in section 15.5.2, by deleting the phrase "with restricted vehicle traffic" from the resolution.

4.1 Moody Centre Commercial Market Assessment and Revitalization Strategy-June 2005

Report: Development Services Department - Planning Division, dated October 18, 2013 / File: 6430-08

The General Manager of Development Services provided an overview of the Moody Centre Commercial Market Assessment and Revitalization Strategy requested at the Regular Council meeting held on September 23, 2013. He noted that most of the recommendations in the report have been incorporated into the Draft OCP, and provided further clarifications on entertainment uses in a commercial zone. The addition of references to entertainment district and lifestyle centre was discussed.

THAT the Development Services report dated October 18, 2013 with respect to Moody Centre Commercial Market Assessment and Revitalization Strategy be received in conjunction with the review of the DRAFT Official Community Plan.

5.1 Retaining Wall Encroachments

Report: Financial Services Department, dated October 25, 2013 / File: 06-3010-03

The General Manager of Financial Services provided an overview of the proposed criterion for linear encroachment of retaining walls onto City property, and noted that as each encroachment is unique, length limits remain arbitrary and can form only part of the decision criteria.

THAT an acceptable criterion for linear encroachment onto City property be established as a limit of ten (10) feet at any one point along the property line;
AND THAT staff bring back this linear criterion along with the other five criteria to Council to establish an encroachment acceptability program in a final report for consideration.

5.2 Proposed 2014 Fees and Charges

Report: All Departments, dated October 28, 2013 / File: BL 2971

The General Manager of Financial Services provided an overview of the report. Staff addressed questions from Council on fees and charges, and noted that a separate report on fee waivers will be forthcoming.

That as recommended in report dated October 28, 2013, the necessary bylaw be prepared to implement the recommended Fees and Charges for 2014.
 
4.2 Updated Draft OCP

Report: Development Services - Planning Division, dated October 23, 2013 / File: 6430-08

The Manager of Planning provided an overview of the latest changes to the Draft Official Community Plan, noting that blue text denote additions, and green text and footnotes explain what has been amended or removed.

THAT, with the exception of 2224 Clarke Street, the maximum height for the 2200 block of the north side of Clarke Street be set at 6 storeys;
AND THAT 2224 Clarke Street be included in the Heritage Commercial District.

THAT the following be added as Commercial Policy #20 in section 9,1.2 of the Draft Official Community Plan: "Entertainment uses are encouraged as part of revitalization and redevelopment of Moody Centre, these uses include but are not limited to performing art centres, movie theatres, restaurants, specialty retail stores, and night clubs."

THAT the following be added as Commercial Policy #21 in section 9.1.2 of the Draft Official Community Plan:
"Street front retail and open air retail centres are encouraged to provide an attractive environment for convenient unique and interesting owner operated businesses and enhanced opportunity for connections between community members and local businesses."

That a pedestrian overpass crossing of St. Johns Street, in the vicinity of Moody Middle School, is a desirable amenity to be pursued as part of any new development along the north side of St. Johns Street, east of Moody Street.

That section 15.5.7 be amended by adding: "That the City work with the Evergreen Line and TransLink such that any new developments could contribute to the funding of a ground level entrance to Inlet Centre SkyTrain station."

That Chapter 3 be amended by inserting the following as the first paragraph thereof: "Port Moody, City of the Arts, is an urban sustainability leader inspiring innovation, pride and progress towards greater ecological integrity, liveability, economic vitality and community resiliency; confronting the changes facing society and the planet today, and for generations to come; while building on Port Moody's strengths as a harbour-centered historic community that provides exceptional quality of life through arts and cultural experiences, a beautiful natural setting, walkable neighbourhoods of unique character, and a thriving core that is a gem in the region."

That clause 1 of section 15.5.3. be amended by deleting " For the property that includes the Burrard Hotel and adjacent vacant areas," and inserting "For the vacant lots on the eastern portion of the 2400 block of Clarke Street."

THAT a policy be added to Official Community Plan to stipulate that if a School District owned property is sold, the uses on the property must be consistent with land use designations in adjacent properties.
