1.1 Art at Council 

Vicki Allesia is an exceptional artist who is highly involved in the local arts community. Her artistic medium is painting, and her subject matter varies from realism to abstraction.
The painting on display here is titled Silver Garnet. The inspiration for the abstract composition came from photos of the fractured and weathered cliffs of Indian Arm, which she had taken on a kayaking trip. In her studio she simplified the composition and further challenged herself by limiting her palette to just two main colours:

Alizarin Crimson and Hooker’s Green. She incorporated tin foil, acetate, and sand into the paint to help give the textured appearance. Something very unique about this piece and many of Vicki’s other paintings, is that there is a secret message included in the painting itself. If you take a look up close under good light conditions you will find written in several places the phrase “This is all I need right now”.
This painting will be on exhibition as part of the Blackberry Artist’s Society Christmas Marketplace, in the Port Moody Arts Centre, until December 23rd. The opening reception is this Thursday November 14th at 6pm sharp.

Evelyn Humphreys, S.U.C.C.E.S.S. Vancouver, spoke briefly in support of the Chance to Choose application for a fee waiver (item 6.6) and noted the group had received a National Youth Employment award for the Art Fair they had sponsored earlier this year in Old Orchard Hall.
David Cheung, New Westminster, Architect for the Canada Post Project spoke in support of item 4.3 and confirmed that he and his associates were present and available for questions if required.

4.2 Guidelines for Backyard Beekeeping and Animal Control Bylaw No. 2969
Report: Development Services Department – Building, Bylaw and Licensing, dated October 4, 2013 / File: 09-3900-01/2013

City of Port Moody Animal Control Bylaw No. 2677, Amendment Bylaw No. 2, 2013, No. 2969 being a bylaw to repeal the prohibition of beekeeping.

Staff provided a brief PowerPoint presentation to highlight the key points of the report and responded to the queries of Council.

Mayor Clay indicated that item 1.2 would now be considered.
 
1.2 Historical Highlight – Centennial 2013

Mayor Clay introduced Former Mayor Ian Young, who served on Council as an Alderman 1975-77 and as Mayor 1977 to 1981 noting a Google article about the former Mayor’s crash landing in Victoria Harbour along with the Tourism Minister and North Vancouver Mayor Jack Loucks.

Mr. Young then provided an interesting overview of some of the highlights during his time in office which included (the turbulent) contracting out of the garbage collection services; the opposition to (and subsequent overturning of) the Three Islands Project (San Remo area); the announcement of the start of construction of the Evergreen Line; major reorganization of senior staff; accompanying the Prime Minister and Premier in a fly-over of the1979 Port Moody Mudslide; indulging in Golden Spike Handcar Races at the urging of the Lieutenant Governor; joining Coquitlam and Port Coquitlam Mayors in fighting the cancellation of the proposed 75 bed Eagle Ridge Hospital which resulted in approval of a 120 bed facility; establishment of the first Environmental Protection Committee in the Province; significant revision of the North Shore OCP.

Former Mayor Young concluded his remarks with a quotation from "Tracks in Time" as follows:

" Keeping the history of Port Moody alive enriches the lives of all those who live and work here."

Consideration of the remaining Agenda items resumed with Item 4.3

4.3 Development Permit (2013-92) for an Addition to the Canada Post Facility at 45 Mary Street

Staff provided introductory remarks in response to the Council’s earlier request for information regarding parking concerns and responded to the queries of Council.

THAT Development Permit 2013-92 be issued subject to:
1. The inclusion of a condition in development permit that requires the removal of the existing overhead utility service pole on the Spring Street frontage and the undergrounding of the corresponding utility services across Spring Street to connect with the existing overhead utilities; 
2. A design response to the Design Panel recommendation to lower the lighting on the compound wall;
3. The submission of all required fees and securities to the satisfaction of staff;
AND THAT the Mayor and Clerk be authorized to execute the necessary legal documents required in support of this application.
 
Discussion ensued during which the Architect and the Canada Post Construction Manager responded to queries of Council with respect to parking issues.

The question on the motion was then put and CARRIED.

AND THAT the Mayor and Clerk be authorized to execute the necessary legal documents required in support of this application.

Councillor Glumac then put the following motion arising:

4.5 Appointment of City Clerk and Deputy City Clerk

5.1 Heritage Commission – Centennial Time Capsule

6.1 Parks and Recreation Commission – Field Allocation Policy

The General Manager of Community Services provided introductory remarks and the Manager of Recreation Services responded to queries of Council.

THAT, as recommended in the Parks & Recreation Commission report dated November 1, 2013, the Field Allocation Policy be approved SUBJECT TO the addition of "Mixed Resident Minor Sport group" as User Group Priority Levels - tem D.1;
AND THAT staff be encouraged to investigate options for providing on-line information on field access and availability to user groups and the public through the City website.
 
6.2 Parks and Recreation Commission – Recreation Program & Operations Review –Community Group Fees

The General Manager of Community Services referred to the report and commented briefly on the Commission’s review process and responded to the queries of Council.

6.3 Youth Focus Committee – Proposed City of Port Moody Scholarship

Youth Focus Committee members Helena Lee and Quinton Brownsdon presented their report and requested Council’s approval.

The General Manager of Financial Services confirmed that funding could be considered as part of the Budget deliberations.

THAT the Youth Focus Committee report dated Friday, November 01, 2013 with respect to City of Port Moody Scholarship be received and that an annual scholarship for youth be established as outlined in this report;
AND THAT the report regarding City of Port Moody Post Secondary Education Scholarship Funding from Financial Services dated October 25, 2013 be received for information.
 
6.4 San Remo Drive Land Use Contract Amendment

The General Manager of Development Services introduced the report, responded to the queries of Council and confirmed that any costs involved would be absorbed within the Planning Department budget.

THAT staff send a letter to engage owners of San Remo properties not subject to Land Use Contract Amendment Bylaw No 2708 to determine interest in signing on to this bylaw amendment;
AND THAT staff proceed with a land use contract amendment process should 5 or more residents wish to proceed.

10 Public Input

Jacquie Boyer, Port Moody, commented on the recent Harbour Management Open House and expressed concern regarding the lack of feedback forms available at the meeting.

Paul Adamyk, Port Moody, expressed concerns regarding the impact of the Evergreen Line on Klahanie residents and requested that the City ensure the residents are protected.
