5.1 2014 Summer Concert Series Food Vendors
Report: Engineering and Parks Services, dated January 27, 2014 / File: 12-5880-03/2012
 

Staff gave an overview of the Summer Concert Series mobile food vendor initiative, and provided details on costs, location, and selection process

THAT a mobile food vendor permit fee be charged to recover staffing costs of approximately $1,500.

THAT staff be authorized to issue a Request for Expressions of Interest for three mobile food vendors for the 2014 Summer Concert Series as outlined in the Engineering and Parks Services Department report dated Monday, January 27, 2014 titled "2014 Summer Concert Series Food Vendors";

AND THAT staff be directed to report back to Council to seek approval for the selection of mobile food vendors for the 2014 Summer Concert Series;

AND THAT, for the 2014 Summer Concert Series, mobile food vendors be located in the north portion of Rocky Point Park, where they were located during the 2013 season

 
 
5.2 West Moody Centre Commercial Parking Study
Report: Engineering and Parks Services, dated January 27, 2014 / File: 11-5480-05/2009
 

Staff provided background information on the West Moody Centre Commercial Parking Study. Discussion ensued regarding commuter parking, business employee parking, bylaw enforcement practices and observations, requirements for accessible parking for the disabled, and motorcycle parking.

THAT staff be directed to proceed with the eight recommendations outlined in the Engineering and Parks Services report dated Monday, January 27, 2014 titled West Moody Centre Commercial Parking Study;

AND THAT staff be directed to consult with the businesses in West Moody Centre prior to any proposed parking changes;

AND THAT staff be directed to consult with the Community Care Committee on the recommendation of creating dedicated on-street parking spots for persons with disabilities. (Voting against: Mayor Clay)

*I voted against this as i don't agree with resolving to proceed with the 8 recommendations AND THEN consulting with the local businesses.  The consultation should happen PRIOR to deciding what will be done, not after .
 
 
5.3 Request to Restore Parking on the Queens Street Plaza
Report: Engineering and Parks Services, dated January 27, 2014 / File: 11-5480-05/2009
 
The General Manager of Engineering and Parks Services provided background information on the request to restore parking on the Queens Street Plaza, and noted that the improvements expected with the implementation of the West Moody Centre Commercial Parking Study recommendations may address some of the concerns.

Discussion ensued regarding the availability of parking, the impact of the Evergreen Line construction, the issue of employee parking, and the relevance of resident only parking on nearby streets.

THAT the City negotiate with the Burrard Public House for use of their parking spaces to replace on street parking taken up by Evergreen Line construction, and transfer the cost to the Evergreen Line Project.

THAT the Engineering and Parks Services report dated Monday, January 27, 2014 with respect to Request to Restore Parking on the Queens Street Plaza be received for information.
(Voting Against: Councillor Dilworth and Mayor Clay)
 
*I voted against this because I believe we need to looik at the options for the parking on the Queen's Street Plaza that the local businesses are asking for
 
 
5.4 Emergency ManagementProgram Update
Report: Fire-Rescue, dated January 27, 2014 / File: 7130-10
 
The Fire Chief provided an update of the Emergency Management Program, and provided background information on Emergency Operations Centre requirements and locations.

THAT the training room in the Inlet Centre Fire Hall be designated as the Cityís Primary EOC and that the Parkview Room at City Hall remain as the Secondary EOC

5.5 Application for Temporary Change to a Liquor Licence Ė St. Jamesís Well
Application for Temporary Change to a Liquor License, St. Jamesís Well / File: 4320-50-10

THAT in regards to the application by St. Jamesís Well for early openings, at 9am rather than 11am, for the period of February 13-23, 3014 to allow for viewing of Olympic events, the City public consultation process not be undertaken;

AND THAT the Liquor Control and Licensing Branch be advised that the City of Port Moody has no objections to this application and opts out of the review process as provided for by existing policy.
