We thought we would top off the year of Art at Council's with a live performance. Tonight we have local resident and performer extraordinaire Frankie Cena with us. 2013 has been an amazing year for Frankie. He is completing his reign as Mr. World Canada, he became a model for super-brand American Eagle, and he even got to meet Simon Cowell after he sang on the X Factor stage in Los Angeles.
Frankie is also a world renowned speech and debate coach, leading his teams to 7 of 7, 1st or 2nd place finishes abroad including Germany, Singapore, the USA, the Czech Republic, England and Turkey. Verbal Report: Mayor Clay and Councillor Dilworth / File: 1485-015
Mayor Clay noted that this was the last Historical Highlight for Centennial 2013. A video presentation prepared by the Port Moody Heritage Society on Port Moody's 100 year history in 100 seconds was provided. Also included was a presentation on the 2013 Centennial Time Capsule, an initiative by the Heritage Commission and the Centennial Committee. The Time Capsule was created to help celebrate Port Moody's 100 years as a City. The Time Capsule will be opened in 25 years on December 10, 2038 and will be housed at the City Hall in a display case. The presentation showed a number of the historical items that had been selected for inclusion inside the Time Capsule. Councillor Dilworth, Chair of the Heritage Committee discussed the history of the Time Capsule. She reported that the following items are to be included in the Time Capsule: names of all the babies born in Port Moody in 2013, photos submitted by Port Moody families and predictions made about the future. Councillor Nuttall thanked the Heritage Commission for all the work that they did on this project. The Centennial flag was the last item to be added into the capsule at the meeting.
2. Public Input
Anna Levy noted that further on the agenda was a request for a fee waiver to use the Inlet Theatre submitted by her and that it was important to provide opportunities for individuals in Port Moody to grow musically and that their event on February 24, 2014 provides the winner with a $2,000 scholarship.
Mark Jaulk, Markcraft Homes, expressed his concerns regarding a contemplated bylaw change in the loco Road area which could affect the property rights and ownership of the residents in that area. He noted that the bylaw contemplates adding the bottom floor into the floor space ratio which would affect the sizes of the houses making them economically unviable.
Hazel Mason, Moody Centre Community Association, questioned the statistics that 2/3rds of the residents support the proposed OfficialCommunity Plan. She asked to see the City's methodology and statistics on how this number was arrived at and asked Council to set another date for additional input.
Reiner Specht, resident of Port Moody, noted he agreed with Hazel Mason's opinion on the statistics and that he had put the responses from the last Town Hall meeting on a matrix and he did not come up with the 63.2% approval rate. Most of the comments did not outright say they approved the OCP, but did raise a number of questions. He stated that based upon this input, the OCP needs a reset.
Valentin Constantinescu, resident of Port Moody, stated that he attended the Town Hall meeting and that there was a clear majority of people who did not support the proposed OCP in the form presented. He noted that he had done his own check in his neighbourhood and 39 out of 40 households visited where he was able to speak to someone did not support the 26 30 building in the West Port area. This works out to 97.5% not supporting the OCP. He noted that he had a list of the names and addresses of the people he had spoken to. He further stated that a clear majority did not support development at the oceanfront district and requested that the OCP be brought forward in a referendum.
Gaetan Royer, resident of loco Road, stated that at most public consultation processes the number of people attending goes down as their specific issues are dealt with. He noted that there are more people attending the public OCP meetings which is good for democracy. He requested that the OCP be given to the planning staff so that they can consult with the residents of the different neighbourhoods, especially those neighbourhoods that are divided. This will give them time to explore other options. He noted that the Coronation Park area has not had any public consultation done and has bounced from 0 growth to 30 storeys and back to 0. He would like the City to not go back to the beginning of the process but work with the neighbourhoods to rebuild harmony.
3.1 Mayor's Annual Address

Mayor Clay presented his annual report in a 15 minute video. The video showed the various events that were held throughout the 2013 Centennial year starting in January with the Penguin Plunge. In February the Port Moody Heritage Society unveiled their book, "Tracks of Time" which captured the first 100 years of Port Moody's history.
Also in February the Centennial version of Wearable Arts was held. On April 7, current Council re-enacted Port Moody's first Council meeting.
A parade was held on June 22 with hundreds of entrants participating including floats from the City of Coquitlam and Port Coquitlam. In July, the City partnered with the Arts Centre Society to host the second annual Youth Arts Festival. In August the Community Picnic and Fireworks day at Rocky Point Park was held. The Mayor thanked the numerous volunteers for their contribution through knitting and stitching to create the Centennial Wall Hanging which is displayed in the Galleria. The Rock and Gem Club held their annual event and gifted to the City a multi-faceted quartz stone which is also on display in the Galleria. The Mayor further noted a number of accomplishments that Council had achieved in 2013 including the development of a bike pathway and a bike lane on Murray Street. Through partnership with the Provincial Government, the Moody Street Overpass had an expansion of the walkway.
A presentation by the Youth Focus Committee was received by Council in which the Committee detailed the events that they had held during the past year.
The Committee was thanked for their hard work and dedication to the community.
