3.1 Official Community Plan (OCP)

The Manager of Planning will continue the chapter by chapter review of the draft Official Community Plan (OCP) from the September 10, 2013 Committee of the Whole meeting beginning at Chapter 10.

The General Manager of Development Services, provided a PowerPoint presentation on the application of a Land Use Vision from the perspective of a land owner/developer using a Moody Centre site as an example. Mr. Savoie addressed how a developer’s enquiry would be processed.

Discussion ensued at some length during which Council queried staff as to how a simplified statement of intent could be included at the beginning of the OCP document and, further, how best to articulate a desirable population target and timeline/scope of the Plan.

The Manager of Planning then, with the aid of a PowerPoint presentation, continued the chapter by chapter review of the draft OCP beginning with Chapter 10:

Chapter 10:

THAT the following resolution from the September 10, 2013 Committee of the Whole meeting be rescinded:

THAT a definition of “Cultural Plaza” be added after Section  10.4 and the appropriate changes in the document be made to reflect this definition.

AND THAT a definition of “Cultural Plaza,” map and descriptions be added to Section 15.4 as a sub area.

THAT the second paragraph of Section 10.5.2, Port Moody Station Museum, be amended by deleting the word ‘relocation’ and inserting the words “expansion and/or relocation.”

THAT the east and west boundaries of the “Cultural District” be extended to include the area between Electronic Avenue and the Barnet Highway;
AND THAT the north and south boundaries of the “CulturalDistrict” be extended to include the area between the south sideof St. Johns Street to the north side of Vintner Street.

THAT a new Section 10.6 be added as follows:
“The City of Port Moody is interested in attracting a postsecondary arts institute, versatile black box theatre space and production facilities.”

THAT the first paragraph of Section 10.4, Cultural District, be amended to read as follows:
“Port Moody, as the City of the Arts, spurs and supports artistic, cultural, and economic activity. There are many examples around the world that can be examined as models, as well as recent developments within the City, including Inlet Centre’s Newport Village, Suter Brook and Klahanie projects. Historic Moody Centre has been identified as one area with great potential for the development of a successful cultural and innovation district to assist in revitalization.”

Chapter 11:

Moved, seconded and DEFEATED
THAT Policy 8 of the Heritage Conservation Policies be amended by adding, “That there be no consolidation of heritage buildings to a smaller portion of a Heritage Conservation Area.”

Chapter 12:

THAT a new policy 15 be added in Chapter 12 that states “The City of Port Moody Fire Department and Police Department collaborate to jointly maintain a detailed inventory of hazardous goods being transported, stored or processed within the City of Port Moody and prepare the appropriate response plans.”
Voting against: Councillors Dilworth, Elliott, Nuttall, Small and Mayor Clay

THAT Section 12.6, Police Services, be amended in the third paragraph by deleting the word “two” as it appears before “youth services officers.”

Chapter 13:

THAT Section 13.7.1, Regional Through Traffic, be amended in the second paragraph by deleting “and, at best, capitalize on these traffic volumes.”

THAT wording be added to Section 13.7.1, Regional Through Traffic, to the effect that the City will coordinate with neighbouring communities to develop regional transportation plans.”

THAT a new Transportation Policy 28 be added to Chapter 13 as follows:
“The City will encourage the provision of car share programs and dedicated parking for car shares in new developments and other areas throughout the community.”

THAT Section 14.5, Solid Waste and Recycling be amended to include the following:
“Port Moody will investigate opportunities to partner with neighbouring communities to encourage the building of local mixed waste material recovery facilities.”

THAT the following wording of a new Section 15.4.1 Cultural Plaza, be endorsed:
“It is envisioned that a cultural plaza will be developed on city owned land around the existing arts centre as part of the redevelopment of Kyle Centre. The Cultural Plaza could include a range of components such as public art, flexible performance, exhibit and gathering spaces, unique landscaping and street furniture elements.”

THAT a new Policy 17 be added to Section 15.4, Moody Centre, and be endorsed as follows:
“New development should provide a sensitive transition in height between new mixed use and multi-family developments along the south side of St. Johns Street and adjacent lower density residential areas.”

THAT Policy 3 of Section 15.2.1, Pleasantside and April Road, be amended to read:
“No new driveways will be permitted access off of Ioco Road until the western extension of David Avenue is completed.”

THAT a new policy 6 be added to Section 15.2.1, Pleasantside and April Road as follows:
“The City shall explore the feasibility of amending the Zoning Bylaw to encourage the siting of new single family homes on lower portions of lots in order to preserve the views of existing homeowners.”

THAT the second paragraph of Section 15.2.3, Ioco Area, be amended to read:
“The Preparation of an area plan and a full environmental assessment will be required prior to any large scale development application.”

THAT the introductory paragraph of Section 15.3, Inlet Centre, be amended to include specific reference to the Fire Hall, Eagle Ridge Hospital and Crossroads Hospice.

THAT the Special Study Area referenced in Section 15.5.1, Gateway, be amended to include only the properties commonly known as the Andrés Wine lands as a standalone special study area.

Pedestrian trail connecting Seaview, Glenayre, and College Park to the area.

THAT the residential area on the south side of Clarke Street between Douglas Street and Barnet Highway, excluding the properties in the 2100 block of Clarke and St. John Streets, adjacent to Barnet Highway, be re-designated as a maximum 3 storeys.

THAT in Section 15.5.2, Spring Street Promenade, the area of Spring Street between Moody Street and Electronic Avenue be designated for pedestrian and/or bicycle use with restricted vehicle traffic.

THAT in Section 15.5.2, Spring Street Promenade, the current 3 storey height maximum for the Burrard Pub site and vacant parking lot property at Kyle/Clarke and Spring Street be increased to a maximum height of 6 storeys.

THAT the foregoing motion be amended by deleting “maximum height of 6 storeys” and inserting “maximum height of 6 storeys on the eastern edge of the property, stepping down to 3 storeys on the western edge of the property.”
Voting against: Councillors Dilworth, Elliott and Mayor Clay

The question on the original motion was put and CARRIED
