The meeting was reconvened at 5:01pm on Monday, September 30, 2013 with the following present and in attendance:

3.1 Official Community Plan (OCP) Continuation

Report: Development Services Department, Planning Division dated August 28, 2013 / File: 6430-08

At the request of Council, the Acting City Clerk confirmed the last motion considered prior to adjournment.

Council then continued the chapter by chapter review of the Official Community Plan (OCP):

Chapter 15 (continued):

Moved, seconded and CARRIED:
THAT the boundaries of Section 15.5.3, Heritage Commercial District be amended to include the area between Queens Street, Kyle Street and St. George Street.

THAT Item 4 of Section 15.5.4, Murray Street Boulevard, be amended by deleting the words, “A minimum 3.”

Voting against: Councillor Elliott

THAT Item 4, Section 15.5.4, Murray Street Boulevard, be further amended by adding:
“Access to the properties on the South Side of Murray Street would be encouraged from a rear laneway.”

THAT the foregoing motion be amended by deleting the word “encouraged” and inserting the word “required.”

The question on the motion, as amended, was then put and CARRIED

THAT Item 6 of Section 15.5.4, Murray Street Boulevard, be amended by inserting the words “public art” after the words “street furniture.”

THAT Section 15.5.5, Ocean Front District, be amended by adding the following new bullet point:
“There will be Open Space connecting to Rocky Point Park.”

THAT Section 15.5.6, Moody Centre Transit Oriented Development, be amended by adding the following new bullet point:
“All new developments will include parking to support their own building, commuter parking and visitors to Rocky Point Park.”

THAT Section 15.5.6, Moody Centre Transit Oriented Development, be further amended by adding the following new bullet point:
“View corridors shall be encouraged as part of any new development application for the area.”

THAT the first paragraph of Section 15.5.7, Inlet Centre Station Transit-Oriented Development, be amended to include the properties located directly to the west of Moray Place and north of St. Johns Street with a maximum height of 12 storeys.

Consideration of Chapter 16 was deferred pending incorporation of the amendments passed to date as they also relate to Appendix 2 of the Plan.

THAT Section 17.3, Policy Planning, be amended by inserting the following two new bullet points:
 - Updated Master Transportation Plan.
 - Updated Parks and Recreation Master Plan.

THAT Section 17.3, Policy Planning, be further amended by inserting the following new bullet point:
 - Completion of a Moody Centre parking strategy.”

THAT Section 17.6, Ongoing Consultation, be amended by adding a new policy 6 as follows:
“The City will conduct consultation surrounding Special Study Areas and Neighbourhood Plans where identified.”

Councillor Glumac joined the meeting at this point.

THAT Section 17.6, Ongoing Consultation, be further amended by adding a policy 7:
“At the time of the drafting of the OCP, the Murray-Clarke Corridor visioning process is still underway and upon completion policy changes may be made to the OCP as required.”

THAT Section 15.4, Moody Centre, include specific reference to the Murray-Clarke Stakeholder Consultation Summary.

Having completed the chapter by chapter review of the OCP, it was agreed to consider any further revisions to the draft OCP.

THAT the 2200 block on the north side of Clarke Street between Douglas Street and Elgin Street be designated as a maximum of 6 storeys on the west side stepping down to a maximum 3 storeys on the east end of the block.

THAT Section 2.2, Population Trends, be amended to include a second table that reflects projected population growth up to the year 2041.

THAT staff report back to a future Committee of The Whole meeting with population estimates for each of the Evergreen Line Sub-areas and that Council be given the opportunity to review and comment on the estimates and provide further guidance before the OCP goes to public input.

THAT the OCP be identified as a 30 year plan (to 2041).

THAT it be clarified that the Andrés Wine site includes the residential properties on Clarke Street between Douglas Street and Barnet Highway with a maximum of 26 storeys

THAT the Moody Centre Transit-Oriented Development not be designated as a frequent transit development area in the Regional Context Statement.

THAT at a future Committee of The Whole meeting, the Gap Analysis Study be reviewed, changed if necessary and incorporated into the OCP.

Discussion ensued in regard to the next steps in the process of drafting the OCP.

THAT staff update the draft OCP, maps and appendices, to incorporate the changes identified by Council;
AND THAT the updated draft be brought back to a future meeting of Council for further review.

THAT the Cultural Plaza be considered as a Heritage and Arts focused Development Area consisting of residential up to 6 floors with retail below, and potentially a performance and cultural center, a library, and this be a suitable location for the preservation of heritage buildings that may be donated to the city.

4. Other Business

Mayor Clay spoke about the upcoming Ioco Ghost Town Day event and advised that Mary Anne Cooper and members of the Ioco Commemorative Society would normally attend the Regular Council meeting prior to the event in traditional period dress to extend an invitation to all Port Moody residents. However, The scheduling this year did not allow this opportunity. In their absence, Mayor Clay then encouraged everyone to attend the Ioco Ghost Town Day event taking place on Sunday, October 6th from 12:00pm to 4:00pm – and noted, in particular, the Pie Baking Contest.
