1.1 Introduction of Art at Council

For decades the film industry has been integral to the social and cultural fabric of Canada. And while the film industry has left an indelible cultural contribution, it has also generated over $20-billion in economic activity in Canada. In celebration of the varied talents and offerings by Canadian film makers, the Port Moody Film Society presents their annual film festival.

Tonight we hear from Louise Archambault the director of Gabrielle, and her thoughts on the making of the film. Gabrielle is about a group of mentally challenged adults who sing in a choir – and about a love affair that blossoms between two of them.

The film was so well received it was Canada’s hopeful for an Oscar for Best Foreign Language Film, and it is nominated for several Canadian Screen Awards including Best Picture.

The film opens the 14th Annual Port Moody Canadian Film Festival on Thursday, March 13th at 7pm. The festival runs until March 16th and includes 6 films, along with shorts – most made by Lower Mainland film makers.

2. Public Input
 
Nicky Bryce, Port Moody, noted that she lives in Easthill, over the Andre’s Winery site, and is fully in support of the draft Official Community Plan. Ms. Bryce also thanked Council for their support of Kaboom – The Port Moody Arts Explosion. Ms. Bryce noted that she heard a rumour that Port Moody would like to remove the tagline "City of the Arts." Ms. Bryce spoke of the significance of the tagline "City of the Arts" to members of the community and noted her support for keeping the tagline.

Mayor Clay confirmed that there are no plans to change the tagline "City of the Arts."

Anna Levy, Port Moody, thanked Council for fee waivers that have been granted to Yarilo Music Society, and spoke in support of establishing a formal application process for grants and fee waivers.

Jim Millar, Port Moody, read a letter from Dr. Mary Anne Cooper in support of amendments to the Draft Official Community Plan recommended by the Heritage Commission. Dr. Cooper was unable to attend the meeting as she is out of the country. Jim Millar then spoke in support of the guidelines set out in Appendix 3 of the Draft Official Community Plan, and requested clarification on whether the appendices are part of the Official Community Plan Bylaw.

Staff noted that Appendix 3 in the Draft Official Community Plan is part of the current Official Community Plan and will be included in the next Official Community Plan.

Mr. Millar noted that the vision for the Ioco Townsite as set out in Appendix 3 of the Draft Official Community Plan is sufficiently broad to cover the Heritage Commission’s recommendations.

Matthew De Moor, Port Moody, noted that he is a student at Heritage Woods Secondary and resides on Ioco Road; Mr. De Moor noted that he has a strong attachment to the Ioco Townsite and supports revitalizing the area.

THAT the first sentence in paragraph 2 of Section 15.5.3 Heritage Commercial District in the DRAFT OCP be replaced with the following wording:

"New development within the Heritage Commercial District should be architecturally consistent with and complementary to existing heritage structures and comply with the Moody Centre Heritage Conservation Area guidelines where applicable.";

AND THAT Heritage Commission Recommendations #2 and #3 referenced in the Development Services – Planning Division report dated February 26, 2014 not be supported

And various visions for the the area to be considered, including relocating and refurbishing properties to create a historic village museum, similar in concept to the Burnaby Village Museum."

• a discussion take place to determine budgets for grants and fee waivers;
• a program be developed to clearly identify the criteria for fee waivers;
• a program be developed for the promotion and evaluation of grant applications;
• a new policy be drafted with the applicable guidelines on fee waivers; and,
• a new policy be drafted with the applicable guidelines for the grant program.

The General Manager of Planning provided a brief overview of the proposed changes to the Development Permit and Heritage Alteration Permit for the Centennial Appleyard House.

Councillor Elliott noted that the Appleyard House has been moved to its final location, and invited the public to attend the Port Moody film festival.
 
Councillor Royer noted that Kaboom – the Port Moody Art Explosion will be held in the City Hall Galleria on April 5, 2014 and invited the public to register and attend this free event.

Mayor Clay invited the public to attend the next Town Hall Meeting on the Official Community Plan on Wednesday, March 19, 2014 at 7:00pm in the Inlet Theatre.

10. Public Input

John Grasty, Port Moody, noted his support for Kaboom, and thanked staff for providing information on funds set aside from developments. Mr. Grasty thanked Council for their fiscal responsibility, and suggested that community groups be clearly defined in order to facilitate determination of eligibility for fee waivers.

Jim Millar, Port Moody, noted that the Heritage Commission began supporting Ioco Ghost Town Days when Mary Anne Cooper organized the festival, and have continued their support.

The Mayor declared the meeting adjourned at 8:34pm.
