Culture Days, now in its 5th year, is a national 3-day celebration of all things arts and culture.
The City has also planned Culture Day events including a public art display and backstage tour of Inlet Theatre. The Library has organized a Banned Books Read-a-thon, the Arts Centre is hosting an Open House and the Station Museum has arranged for a Scavenger Hunt to name just a few. Glenn Cherepak, Port Moody, raised concerns about Council's kneejerk reaction to the complicated issue of new home sizes, and the attempts to make changes to the zoning bylaw to make it difficult or impossible to build homes larger than the disproportionally small old homes that exist on some lots today. Mr. Cherepak requested that Council refer the issue to professionals for problem definition and the development of a planprior to making any changes to the zoning bylaw, or to seeking input from the public. Mr. Cherepak noted that meaningful input cannot come from the public for a problem that is as ill defined as the current "monster home" issue. Mr. Cherepak noted that he does not intend to build a monster home, but fear that Council will prevent him from building a reasonably sized home.
Mark Jauck, Port Moody, noted that he is in the process of building a new home and was recently told by staff that his Basement Development Permit will not be issued as the Floor Area Ratio will now include garages and basements in its calculation.' Mr. Jauck noted that he has a petition signed by 37 people who will be negatively affected by the change to the tune of 50% of their property value. Mr. Jauck noted that the current proposed changes are ludicrous and urged Council to reconsider the current directions to staff in favour of a more grounded response.
Ray Gaucher, Port Moody, noted that while he lives on the upper side of loco Road and is less affected by the proposed changes, he is concerned about how his community is affected. Mr. Gaucher noted that the changes are extremely punitive to property owners on the lower sides of loco Road and Alderside Road, in that they may lose half of the equity in their homes. Mr. Gaucher encouraged Council to consider addressing the issue through setbacks and height restrictions.
Matthew Jauck, Port Moody, noted that contrary to what Council has said about there being no immediate changes to the zoning bylaw, he learned three weeks ago that he can no longer finish the basement for his client whose house is already under construction. Mr. Jauck noted that it would make no difference to the character of the neighbourhood whether the basement is finished or not, as it would not affect the height or size of the building. Mr. Jauck requested that Council explain why the basement cannot be finished.
Bill Bursey, Port Moody, noted that he is building a multi-generational three-storey home for his wife, his children, and his grandchildren. Mr. Bursey noted that given pressures in the real estate market, these large homes will be more prevalent throughout the Lower Mainland. Mr. Bursey noted that the current proposed changes would make it impossible for some homes to be rebuilt after a catastrophic fire, and that view corridors cannot necessarily always be preserved as property owners may plant trees that decades later will obscure their neighbours' views. Mr. Bursey suggested that perhaps the issue can be addressed by placing restrictions on changing the grade of a lot.
Russ Black, NextUse Recycling Ltd., requested that Council encourage the private sector do more recycling, send a request to Metro Vancouver asking that waste-to-energy plants be delayed so that more recycling can be taken out of the waste stream.
Grant Hankin, Waste Management Association of British Columbia, requested that Council support the recommendation in Item 9.1 seeking a moratorium on waste-to-energy incineration, so that Extended Producer Responsibility programs can take hold before money is spent on burning recyclables.
Sandy Liles, Port Moody, expressed dismay that the Monster Home issue was addressed in Committee of the Whole rather than at a Regular Council meeting. Ms. Liles raised concerns about the lack of leadership on the Monster Home issue, and that new homes are damaging the existing residents' quality of life, and noted that she is more concerned for the rights of the residents who have lived in the community for a long time than for the rights of the developers.
Gaetan Royer, Port Moody, raised concerns with Council's process for addressing the issue of Monster Homes, noting that the process has been made unnecessarily divisive, pitting neighbours against one another. Mr. Royer noted that an interim plan must be developed to deal with applications that come in prior to changes being implemented. Mr. Royer suggested that a collaborative and neighbourly process be implemented, and that a consultation involving all of Port Moody should be held.
Councillor Dilworth left the meeting at 8:05pm citing a potential perceived conflict of interest as she is employed by Pacific Coast Terminals.
Wade Leslie, Vice President of Pacific Coast Terminals, gave a presentation on the various initiatives being undertaken at PCT, including the addition of the waste water treatment facility, the canola handling facility, and potash handling facility and the dredging of the navigation channel. Mr. Leslie provided an overview of potash export, and outlined the benefits to the community at large in terms of job creation, additional tax revenue, and expenditures in the local economy. Mr. Leslie answered questions from Council on the dredging of the navigation channel and the availability of shore power for vessels.
Councillor Dilworth returned to the meeting at 8;28pm.
Carol Mason, CAO of Metro Vancouver, and Paul Henderson, MV's Manager of Solid Waste, jointly gave a presentation on the Integrated Solid Waste and Resource Management Plan. The goals of the plan are 1) Minimize Waste Generation and 2) Maximize Reuse, Recycling, and Material Recovery, with residual waste handled by a waste-to-energy facility. Mr. Henderson provided an overview of the feasibility and impact of waste-to-energy facilities, and noted that plans are underway to have a facility operational by 2019. An updated business case for waste-to-energy facilities will be made available in early 2016, after which will be the issuance of a request for proposal. Ms. Mason and Mr. Henderson answered questions from Council on the public consultation process, the price of electricity, environmental impact, costs, and capacity.

Councillor Dilworth noted that there have been many events held recently, and gave special acknowledgement to the Police Volunteer Awards. Councillor Dilworth noted that volunteers were presented with awards for time that they have devoted to, as an example, Victims' Services. Some volunteers gave up to 200 hours in the last year. Councillor Dilworth thanked them for their efforts.
Councillor Royer reported on the Reading Awards, which is part of a program in which parents encourage their children to read. Councillor Royer also noted that the Links to Literacy Golf Tournament was recently held, and that the Library Space Needs Assessment will soon be available. Councillor Royer commended the Library for being opened more hours than other communities despite having less resources and funding. Councillor Royer noted that it is the final days to have donations to the Mossom Creek Hatchery Fund matched, and encouraged people to make donations.
Councillor Nuttall congratulated the Library Board and Library staff for the changes that began in 2003 and 2004 to increase hours.
Mayor Clay congratulated the Port Moody Arts Centre on the addition of the Centennial Appleyard House, and noting that it will be a great space for artists in the community to learn and work their trade. Mayor Clay also thanked the Police Volunteers for their efforts, and invited the public to participate in the Terry Fox Run to be held on Sunday, September 14, 2014 in Rocky Point Park. Registration begins at 9:00am. Run begins at 10:00am. Mayor Clay also congratulated the SPCA for their successful Paws for a Cause event.
