1.1 Introduction of Art at Council

Tonight's Art at Council is a set of three abstract paintings by local artist and art teacher, Kimberly Blackstock

The paintings were created by pouring liquid acrylic paint and gel medium on top of the panel surface. Kimberly uses this technique when teaching art to children; the students are always excited by the bright colours and fun technique used.

In the first painting, titled "Spinning Around", Kimberly captures the feeling of joy and loss of control a child has when holding hands and is spun around by an adult. In the second painting, titled "Rainbow Puddles", Kimberly captures the idea of children jumping in puddles with their rubber boots on. In the third painting, titled "Water Balloons", Kimberly captures the excitement of brightly coloured water balloons flying through the air - vibrant, wet and chaotic.

These three paintings were created by Kimberly for the upcoming Art 4 Life exhibition at the Port Moody Arts Centre, an exhibit aimed at engaging children and families to a life-long appreciation of art in its many forms. The exhibition opening is on Sunday October 19 from 1pm to 4pm, and there are several family activities planned before the close of the exhibit on November 13th.

Mayor Clay presented the City's Communication and Civic Engagement Division with a UBCM Community Excellence Award. The City of Port Moody received an honourable mention for Best Practices in Social Media at the 2014 UBCM Annual Convention. The Mayor thanked the Communication and Civic Engagement Division on behalf of the City for their work, and congratulated them on their successes in exponentially increasing the City's social media network.

  answer:  None, there is no entitlement to anything in the oceanfront district in this plan.
Glumac question:  'we've been advised by staff that numbers shouldn't be in the OCP, can I get clarification from staff if we've ever been advised that we shouldn't put numbers in the OCP.  I want to know what staff has to say about whether numbers should be in the OCP or not.'

My comments regarding the discrpenacy with Metro RGS:
".. we were all aware of the land use designations of Mill and Timber site and the Andres site when we put them in our ocp in fact I voted against the andres one for that reason and I mentioned that to Council that likely metro would reject it and Council has chosen to go that route on it."

1. The Ministry of Transportation and Highways be advised that Port Moody does not accept the transfer of responsibilities and funding of the Provincial major highways;
2. Staff be authorized to open negotiations with the Ministry of Transportation and Highways on an agreement with regard to the necessary capital cost repairs required prior to the City being prepared to take over the full responsibility for maintenance and operation of these roads;
3. Port Moody work with other municipalities and organizations such as the UBCM and GVRD to ensure that future downloading of services is not done without prior consultation with municipalities.

11.1 Council Verbal Reports

Councillor Dilworth noted that the Port Moody Rock and Gem Club will be presenting the 2014 Rock and Gem Show on October 25 and 26, 2014 at the Kyle Centre. Councillor Dilworth encouraged everyone to attend the event, which will feature local lapidary artists, hobbyists, and enthusiasts, and present opportunities to buy handcrafted items and support local artisans.

Councillor Royer noted the importance of public attendance at this Council Meeting, acknowledged those who attended, and expressed disappointment at not having been permitted to speak about the Official Community Plan as extensively as she had wished.

Mayor Clay congratulated the Eagle Ridge Hospital on their Evening of Caring fundraiser, which raised over $200,000. Mayor Clay also noted that a Town Hall Meeting will be held on October 27, 2014 to address the issue of Building Height, Size, and Siting issues in Established Neighbourhoods. Mayor Clay noted that information will be provided at 6pm, and public input will begin at 7pm, and encouraged people to attend.
