1.1 Introduction of Art at Council

This morning I had the pleasure of visiting Heritage Mountain Elementary to meet with a group of school children that were busy drawing on some “special” brown paper bags.
The bags are part of the Think of Me program originally started as a cooperative project between the Liquor Distribution Branch and ICBC.
The intent of the program is to have school children decorate brown bags that will be distributed at BC Liquor Stores with art that conveys the message of responsible alcohol consumption. Themes include: City of Port Moody Regular Council Meeting - December 9, 2014 2 responsible hosts, designated drivers, social stigma and “think of the kids”. The idea being that customers would see a drawing of a child, by a child, and pause to think about the impact alcohol abuse could have on that child and others.
This year the program was made possible with the involvement of School District 43 and the City of Port Moody. Over 1,600 bags were decorated by children from Heritage Mountain Elementary (1,000 bags), Pleasantside Elementary (300 bags), Glenayre Elementary (100 bags) and Moody Elementary (220 bags).
Some of the bags are currently on display in the Galleria and will be distributed to customers at the Port Moody Suter Brook Liquor Store over the coming weeks.

1.2 Year End Highlights

Mayor Clay gave a presentation of highlights in the City of Port Moody in 2014.
Mayor Clay spoke about the new Fire Hall No. 1, the Moody Street Overpass Pedestrian walkway improvements, the Rotary Bike Trials Park Rebuild, the Appleyard Centennial House, the Westhill Sports Box, the approval of the nine storey office tower at Suterbrook, the increase in civic engagement and citizen participation initiatives, long range strategic financial plan framework, the Official Community Plan, and the various activities that took place throughout the year, such as the Penguin Plunge, the Arts Festival, Kaboom, the Port Moody Parade, Port Moody Day, Golden Spike Days, PCT Summer Sunday Concert Series, and IOCO Ghost Town Days.
Mayor Clay also invited everyone to come to the Civic Centre to see the CP Holiday Train on December 18, 2014.
Mayor Clay then went on to thank out-going Councillors Nuttall, Elliott, and Small for their work, noting that they will be missed on Council.
Mayor Clay then expressed his thanks for various City staff, and especially recognized Bill Blackwood, who celebrated his 35th anniversary with the City in 2014, and Karen Gray, Deanne Haddon, and Joanne Roemer for saving the life of a Recreation Centre patron who suffered a heart attack.
Mayor Clay wished everyone a Merry Christmas, happy holidays, and a very happy new year.

2. Public Input
Hazel Mason, Port Moody, noted her surprise at the fact that a Special Meeting of Council was held on December 4, 2014, and also noted that the Heritage Reserve Fund should not be used to fund the Appleyard Centennial House as the fund is also for acquiring parkland. Ms. Mason suggested having separate funds for heritage preservation and parkland acquisition.
David Ritcey, Port Moody, noted that the atrium connecting the Arts Centre and the Appleyard Centennial House has nothing to do with heritage preservation and as such should not be funded from the Heritage Reserve Fund. Mr. Ritcey also brought up the issue of monster homes, noting that there are multiple suites in mega homes in the Moody Centre area.City of Port Moody Regular Council Meeting - December 9, 2014 3
John Grasty, Port Moody, noted that increases in density and amenities should be allocated to all areas of Port Moody rather than only Moody Centre, as other areas also have older developments that were once considered high-density but would now be considered sprawl.
Ann Hulbert, Port Moody, congratulated Council members on their election, spoke in support of the Ugly Sweater Day proclamation, and requested that information on Emergency Preparedness Planning be disseminated through traditional communication methods, and not only online.
Bruce Gibson, representing the Flavelle Sawmill, spoke about the correspondence between the City and Port Metro Vancouver, and expressed his appreciation for the work that City staff undertook to bring about changes in the Port Metro Vancouver Land Use Plan. Mr. Gibson said he understands that many of these changes were hard won through staff’s persistence and hard work, and also noted that the conversion of certain areas from Port Terminal to Conservation area is a great victory for the future of Port Moody.
 
3.1 Delegation – Coquitlam Search and Rescue

Fundraising Committee for Coquitlam Search and Rescue, dated October 30, 2014 / File: 0230-01

Sandy Burpee, Chair of the Mobile Command Centre Fundraising Committee for Coquitlam Search and Rescue Society, gave a presentation to Council on the role of Coquitlam Search and Rescue (SAR) and spoke about a recent rescue near Sasamat Lake. The Coquitlam SAR was called by the Port Moody Police to search for two special needs women who were lost during a day program outing. A total of 752 volunteer hours were used to conduct the search. The rescue was successfully completed with no cost to the Port Moody Police Department, which is the body responsible for local ground search and rescue. Mr. Burpee then presented information on the need to replace the Mobile Command Centre, which has reached the end of its useful life and must be replaced as well as updated to meet the needs of rescues now performed and to accommodate modern equipment. Mr. Burpee presented the proposed Command Centre Replacement, which has an estimated cost of $407,000, and requested a $10,000 contribution from the City of Port Moody. Mr. Burpee answered questions from Council on the funding model for the replacement Mobile Command Centre, sources of operational funding, and general information about the organization. Council thanked Mr. Burpee for his presentation and requested that the financial plan be submitted for consideration by Council.

3.2 Delegation – Ugly Christmas Sweater Day

Jordan Birch, Now That’s Ugly Society, gave a presentation to Council on the society’s recent fundraising efforts, noting that the society raised $20K in the previous year and granted two wishes through the Children’s Wish Foundation. Mr. Birch requested that Council proclaim December City of Port Moody Regular Council Meeting - December 9, 2014 4 19, 2014 Ugly Christmas Sweater Day and urged Port Moody residents to take part by buying a button and wearing an ugly Christmas sweater in support of the Children’s Wish Foundation. Mr. Birch noted that the fundraising goal for November and December 2014 is $100,000. Mr. Birch then distributed ugly Christmas sweaters to members of Council for a group photo.

Presentation
 

Mike Smith, School Programs Manager for HASTEeBC, introduced his organization and its goal of connecting communities through walking and cycling to school. HASTeBC is currently working with eight middle schools in School District 43 on school travel planning. Mr. Smith explains that road infrastructure, health, and children and youth mobility and independence are issues that can be addressed through facilitating walking, cycling, or scooting. HASTeBC works with schools and municipalities in separate committees to determine ways to best facilitate active school travel. Council requested that Mr. Smith get in touch with the City Transportation Engineering Technologist to arrange for a presentation to the Transportation Committee.

THAT the City review its current plan for compensation incurred as part of the City’s new Fire Hall and explore potential options in collaboration with the City’s Environmental Protection Committee and stream stewardship groups to ensure maximum environmental benefit, and bring back findings and recommendations for Council’s consideration;
AND THAT the City request that Onni Group participate with the City in the review of the compensation plans, and that as part of the review Onni Group seek input from the City’s Environmental Protection Committee and stream stewardship groups;

11.1 Council Verbal Reports
Councillor Dilworth noted that the CP Holiday Train will be at the Civic Centre on Thursday, December 18, and invited residents to attend the family event. Councillor Dilworth also noted that the Heritage Mountain Community Church will be hosting a non-denominational service on Christmas Eve, which will include a 30-minute show to share the nativity story through live music and spoken word performance.
Mayor Clay noted that this is the last Council Meeting of the year, wished everyone a happy new year, and invited people to attend the CP Holiday Train Event on December 18, 2014 and the Penguin Plunge on January 1, 2015.
