4.1 Civic Centre Building Condition Assessment
Presentation
 
The Manager of Facilities provided an overview of the Civic Centre Building Envelope project, noting that after the non-destructive testing done by RDH, Elemental Architectural and Building Science Solutions was contracted to perform invasive testing and produced the report now being presented to Council. The General Manager of Community Services noted that there was an error in the staff report dated April 10, 2015. Page two of the report incorrectly noted the cost of the project at $3,558,100; the correct figure is $3,715,920.

Terra Shimbashi, Registered Professional Architect, Elemental Architectural and Building Science Solutions, gave a presentation on the findings of the condition assessment conducted on the Civic Centre Building. Ms. Shimbashi outlined the various design, construction, and material manufacturing flaws that led to building envelope failure. Ms. Shimbashi answered questions from Council on the design and construction flaws, issues of liability, occupant safety, options for legal or other recourse, seismic safety, prioritization for remediation, Council requested further information on the following:
• The availability of recourse such as warranties and professional liabilities;
• The inspector who performed the final inspection and approved the building;
• Clarification on the budgeted and unbudgeted costs of the remediation; and
• Seismic safety of the Civic Centre.

4.2 City organized community events

Council discussed the proposed events and concerns about the lack of detailed budget information included on the Enhanced Culture Days Event, the exclusivity of the Concert Contest, and potential conflicts with events held by other organizations.

I voted against this, not as i dont appreciate we need some more festivals, but there were no facts behind the budget request, and it sounds as if  we are working on a really expensive concert (1), rather than a series of events that are open to everyone to enjoy.
