1.2 Introduction of Art at Council

Tonight's artwork comes to us from Denise Dupre, who hones her craft at the City's 2709 Esplande Studios. She is a self-taught artist inspired by the Impressionists, Picasso and Matisse. Denise's art-making styles include Contemporary Realism and Abstract. Her abstract paintings are inspired by colour, movement, and landscape. They reflect a fresh sense of immediacy and connect with an emotive style of painting.
Denise enjoys working with a full spectrum of colour and hopes this may engage the viewer to share in her joy of creating with a free sense of spirit and a purity of expression.
The work we see tonight is titled End of Summer. It describes the setting of the hot summer sun, the apple orchards ready to be harvested and the autumn leaves beginning to make their presence.
Denise would like to extend an invitation for everyone to check out her current exhibition titled Abstracts - The Joy of Colour at the Gallery Bistro down on Clarke Street which is on until May 24, 2015.

2. Public Input
Jim Henderson, General Manager of Flavelle Sawmill, spoke about the fire inside the planer mill on April 15, 2015 at 10:25am, noting that no hydrocarbons were released as a result of the fire, and that the fire was not caused by dust, as Flavelle Sawmill is dust-free and safe. Mr. Henderson noted that due to the quick response of emergency services, they were able to resume full production of the sawmill and partial production of the planer mill the day after the incident. On behalf of Flavelle Sawmill, Mr. Henderson expressed his thanks to the City of Port Moody Fire-Rescue Department, the City of Coquitlam Fire Department, the BC Ambulance Services, and the Salvation Army for their response.

Hazel Mason, Port Moody, expressed concerns about her comments on the Official Community Plan not being captured in sufficient detail in the minutes of the Public Hearing held on March 24, 2015.
Wendy Swalwell, Port Moody, spoke as the Chair of the Royal Canadian Legion Building Committee, and requested that the rezoning and development permit applications from the Legion be supported. Ms. Swalwell noted that the Legion has been in touch with Federal Government representatives about the use of the post office site as a home for the cenotaph, and is exploring options and funding for the relocation of the cenotaph.

Anne Ladouceur, Port Moody, spoke about item 5.2 - Terms of Reference for Seniors Task Force, and noted that a Seniors Committee would be more appropriate, as there are many issues related to the seniors' services that the City provides that would benefit from discussions on an on-going basis. Ms. Ladouceur urged Council to consider establishing a Seniors Committee rather than a Seniors Task Force.

Jean Donaldson, Port Moody, noted that she is a member of the Community Care Committee, and that the Committee's recommendation was for a Seniors Committee, which would be an on¬ going forum for the discussion of seniors' issues, rather than for a task force, which only allows for intense and brief discussions of specific issues. Ms. Donaldson noted that the Community Care Committee was working on a Terms of Reference for a Seniors Committee, and expects to have a role in the formation of the committee and not a task force.
Michael Hurley, president of the British Columbia Association of Professional Fire Fighters (BCAPFF), spoke about the Municipal Service Assessment on the Port Moody Fire Rescue Department, and expressed concerns about its findings. Mr. Hurley noted that the BCAPFF feels obligated to rebut the findings of the document at a public meeting of Council, and urged Council to allow their delegation to speak before Council.

3.1 Delegation - RainCity Housing and Support Society
Delegation Application: Bill Briscall and Sean Spear, RainCity Housing and Support Society, dated April 13, 2015

Sean Spear and Bill Briscall gave a presentation on the history and progress of 3030 Gordon, which will provide 30 units of transitional housing, 30 emergency shelter rooms, and an additional 30 shelter beds in dormitory rooms during extreme weather conditions. Mr. Spear noted that RainCity Housing and Support Society was selected as the operator for 3030 Gordon in December of 2011, and have since become involved in the community through participation on the TriCities Homelessness and Housing Task Group, Connect Days, community open houses, and direct community engagement.
Mr. Spear noted the project is on schedule and can be expected to open in late 2015. Mr. Briscall noted that RainCity Housing and Support Society have gone door-to-door and dropped off between 500 and 700 flyers to engage neighbours on the project, and that they are recruiting representatives for a Community Advisory Committee.

11.1 Council Verbal Reports
Councillor Dilworth noted that as the designated representative to the Metro Vancouver Housing Committee, she has been attending meetings and will be attending an all-day training session and strategic planning workshop for the development of a Regional Affordable Housing Strategy, and will report back.
Councillor Glumac noted that at a UBCM meeting, priorities discussed included the importance of world class oil spill response, and noted that British Columbia is a long way from having sufficient staff equipped to deal with oil spill emergencies. Councillor Glumac also expressed concerns about the refusal of the delegation request from the BCAPFF and noted that clarification on similar issues is needed in the Council Procedure Bylaw.
Councillor Royer noted that she was deeply disappointed in the refusal of the BCAPFF delegation and of her subsequent report.
Councillor Vagramov apologized for being absent for the majority of the Council meeting, noting that he was at a Ukrainian cultural event to which he had long ago committed.
Mayor Clay clarified his role as Chair and noted that it is his duty to ensure that processes are protected.

The following resolutions were released at the Closed Meeting of Council held on April 14, 2015:

THAT staff be authorized to sign the draft Memorandum of Understanding with TELUS Communications for the upgrade and expansion of an FTTP network in Port Moody as referenced in the April 14, 2014 Engineering and Parks Services report TELUS Communications Request to Construct a Fibre-To-The-Premise Network and to Install Small Cell Units on City-Owned Property;
AND THAT staff be authorized to negotiate a master small cell site license agreement for the installation of TELUS small cells on City owned property and assets;
AND THAT staff report back to Council with a draft small cell site license agreement and seek Council approval for execution of the agreement.
