1.1 Introduction of Art at Council
Verbal Report: Mayor Clay / File: 18-7705-01

Mayor Clay introduced Julia Montgomery, a singer-songwriter and a grade 12 student at Port Moody Secondary, noting that Julia gave an amazing performance of selections of her original work at the City¡¦s Day of Arts event this past September, and highlighted some of Julia¡¦s past achievements, including receiving the Jennings Institute Multi-Disciplinary award for the Coquitlam District Music Festival, and qualifying for the finals of both the BC Junior Talent Search and the BC Youth Talent Search, where she competed with cover songs City of Port Moody Regular Council Meeting ¡V December 8, 2015 2 and original music.
Mayor Clay also noted that Julia enthusiastically spearheads concerts for Port Moody Secondary's "Rock School" program, and coordinates and performs in multiple concerts each year.
Mayor Clay welcomed Julia to the stage to perform a few songs.

1.2 Year End Highlights

Mayor Clay gave a presentation of highlights from the City of Port Moody in 2015, including Council Strategic Planning, Cultural Master Plan review, Parks and Recreation Master Plan adoption, TransPort Moody, Zoning Bylaw review, Neighbourhood Planning, adoption of Good Neighbour Guidelines, Harbour Management, Rocky Point Parking, Food Truck Licensing, implementation of the Curbside Glass Collection/Recycling Program, launch of the ViewPort Moody GIS App, turf replacement at North Shore Community Park, receipt of grant funding for remediation of the landfill site, street and sidewalk improvements, storm and sanitary sewer upgrades, water utility maintenance and improvements, numerous Arts and Culture events/celebrations, art displays, launch of the new adult Library Card design and the new Library App, establishment of the Seniors Focus Committee and the Tourism Committee, awarding of two Youth Focus Committee Scholarships, the opening of the new Mossom Creek Hatchery, and the growth of Port Moody¡¦s new Brewery District.
Mayor Clay commended City staff for the level of dedication and hard work displayed on a daily basis to ensure that the quality of life for residents of Port Moody is always high. Mayor Clay thanked Port Moody Police and Fire-Rescue members, as well as Emergency Social Services staff for their response to two major fires in 2015 ¡V one at the Flavelle Mill and the other at the Mountain View Co-op.
Mayor Clay also commended a number of Recreation staff and community members for heroic, life-saving efforts on three separate occasions in City facilities.
Mayor Clay thanked a number of long-term staff for their work and dedication to the City of Port Moody over careers ranging in length from 11 years to 40 years.
Mayor Clay noted that Exemplary Civic Service Awards were presented to Pat Dennett and Barbara Nuttall in 2015 for their volunteer contributions to the City.
Mayor Clay also noted that the City of Port Moody received four awards in 2015 ¡V the Canadian Public Works Association¡¦s highest award for the National Public Works Week celebrations held in May, a MarCom Platinum Award for the City¡¦s new Economic Profile, a MarCom Gold Award for the new magazine-styled Community Guide, and the Canadian Award for Financial Reporting from the Government Finance Officers Association.
Mayor Clay invited members of the public to come to the Civic Centre to see the CP Holiday Train on December 19, 2015, expressed his thanks to various City staff, and wished everyone a Merry Christmas, happy holidays, and a very happy new year.

2. Public Input
Lisa Beecroft, on behalf of Shop Local Port Moody, invited Council and the public to participate in the Shop Local Holiday Facebook party on Thursday, December 10, 2015, beginning at 8pm. Ms. Beecroft expressed concerns about the addition of a food truck location on Knowle Street.
Ann Hulbert, Port Moody, thanked Council and staff for all their work in 2015 and noted that she looks forward to great things in 2016.
Hazel Mason, Port Moody, thanked staff and Council for their hard work in 2015, noting that she is grateful for the various opportunities for consultation for Moody Centre and looks forward to seeing a comprehensive neighbourhood plan for the area. Ms. Mason expressed concerns about traffic safety on Gatensbury Road.
Joyelle Brandt, Port Moody, requested financial support in the amount of $800 for the upcoming Winter Solstice Festival scheduled for December 20, 2015 at Pioneer Memorial Park at 4pm-7pm.

3.1 Presentation ¡V Life Saving Efforts Recognition

Mayor Clay presented certificates to two Recreation staff members, Jody Fitzpatrick and Toni Da Silva, in recognition of their efforts in saving the life of Mike Iaccobellis after he collapsed while playing soccer on Trasolini Field on October 4, 2015.

3.2 Presentation Employee Service Recognition

Mayor and Council presented certificates of recognition to employees who have worked for the City of Port Moody for more than 25 years. The following staff were recognized for their long-time contribution to the City:
. Ariann Hillman, Parks & Environment Assistant, 25 years;
. Jim Bleasdale, Fire Captain, 25 years;
. Chris Rattenbury, Police Chief, 25 years;
. Dave Wynes, Retired Police Staff Sergeant, 30 years;
. Ken MacDonald, Police Inspector, 25 years; and
. Greg Gunson, Police Constable, 25 years.
. Police Sergeant Bruce Douglas was also recognized for 25 years of service to the City, but was unable to attend due to illness.

Mayor Clay congratulated the staff and their families on their employment anniversaries, noting that the City¡¦s employees are its greatest asset and vital to the City¡¦s successes and accomplishments.

3.3 Presentation Youth Focus Committee Annual Report

Amanda Masse, Chair of the Youth Focus Committee, and Tiffany Yep, Vice Chair, provided an overview of the Youth Focus Committee¡¦s 2015 Annual Report highlights, including youth dance events, presentation of the Youth Scholarship Award, the Seniors Pancake Breakfast, and the Youth Focus Committee Annual Christmas Dinner.

Delegation Request: Lori and Derrick Holdenried, dated November 26, 2015 / File: 0230-01
Presentation

Lori Holdenried gave a presentation regarding safety concerns on Gatensbury Road, noting that Canada Post has suspended mail delivery along the road due to safety concerns of the carrier.
Ms. Holdenried expressed concerns about a lack of safety measures being taken to address increased traffic in the area.
Ms. Holdenried and other representatives of the Residents of Upper Gatensbury Road responded to questions from Council regarding measures that the residents would like to see implemented, traffic issues that have been observed in the area, and previous communications with staff and Council.

Provincial Application for Pesticide Use to Support Spartina Action Plan

1. Pesticide use continue to be considered a last resort option and used as part of an integrated pest management approach that prioritizes non-chemical means; and
2. Any application of pesticides in foreshore areas adjacent to Cityowned lands not proceed without prior consultation with the City.

13. Public Input
Jacquie Boyer, Port Moody, noted that the Arts and Culture Committee would like to plan an event for New Year¡¦s Eve 2016, and inquired about the status of Evergreen Line public art projects.
Deborah Nidjam, Port Moody, expressed concerns about the comprehensive community plan designation for her neighbourhood in the Official Community Plan and asked for clarification on the wording.
Jim Millar, Port Moody, expressed concerns about traffic speeds on Gatensbury Road, and invited Council and the public to attend the Holiday Tea at the Station Museum on December 20, 2015 at 11:30am, 1:00pm, and 2:00pm.
