1.1 Introduction of Art at Council

Verbal Report: Mayor Clay

Mayor Clay introduced an acrylic painting by artist Jeff Wilson, noting that the piece titled Boot Hill Junction is part of Mr. Wilson's sign series. Mayor Clay noted that Mr. Wilson is drawn to subjects that refer to local history, culture, or wildlife, and tell a story, and that the boot sign painting was inspired by a sign advertising the Boot Hill Junction store located on Kyle Street.
It was noted that this piece will be one of many on display at the Arts Centre for the exhibition titled Inspiring Creativity, running January 14 to February 11, 2016.

2. Public Input
Valerie Simons, Port Moody, noted that the Port Moody Arts Centre had presented a cheque for $43,750 to the City in December 2015 as final payment on funds borrowed from the City to complete the Arts Centre Atrium Connector, and expressed thanks to Council for making the project possible.
Ann Hulbert, Port Moody, expressed concerns about the proposed musical highway, noting that additional police presence on the Barnet Highway would be a better way to slow traffic down.
Brian Sproule, Port Moody, expressed concerns about contaminated soil from Port Moody being dumped in Shawnigan Lake.
Lori Holdenried, Port Moody, noted that Canada Post has completed its safety study, and has permanently stopped mail delivery to homes on Gatensbury Road and installed community mailboxes on Grant Street. Ms. Holdenried urged Council to make with safety improvements in the area.
Laura Colpitts, Shawnigan Lake, expressed concerns about contaminated soil being transported from Port Moody to Shawnigan Lake, and contaminants seeping into the area's watershed.
Sonia Furstenau, Shawnigan Lake, expressed concerns about contaminated soil from Port Moody being processed in Shawnigan Lake, noting that an environmental assessment was not done on the site. Ms. Furstenau also expressed concerns about drinking water safety, noting that a contaminated landfill should not be located near the headwaters of a watershed.
Rod MacVicar, Port Moody, expressed concerns about contaminated soil from Port Moody being processed in Shawnigan Lake and urged Council to address the issue.
Pat McGrath, Port Moody, expressed concerns about the potential installation of a musical highway in Port Moody, noting that funds could be better used for other projects. Mr. McGrath noted that the musical highway would be a distraction to drivers and that there are safer ways to slow traffic down, including stricter law enforcement.
Bruce Gibson, representing the Flavelle Sawmill, expressed thanks to the Port Moody Police and Fire Departments for their efforts in fighting a fire and explosion inside Flavelle Sawmill early that morning. Mr. Gibson noted that all workers had escaped the building and no one was injured in the incident.
Ruth Foster, Belcarra, expressed concerns about contaminated soil from Port Moody being processed in Shawnigan Lake. Ms. Foster urged Council to take action, noting that the landfill operations could contaminate local drinking water and harm a productive Coho salmon stream and sacred bathing spot for local First Nations.

 
3.1 Delegation- Clyde Hill and Corey Hawkins

Clyde Hill and Corey Hawkins presented a proposal for a free music festival being planned for August 27, 2016 in Rocky Point Park featuring country, rock, and folk music. It was noted that the goal is to provide community and family-oriented entertainment while supporting local artists, Port Moody's craft breweries, and local food trucks. Messrs Hill and Hawkins asked Council for financial support in the amount of $35,000, noting that any sponsorship funds received would be returned to the City.
In response to questions from Council, Mr. Hawkins noted that local talent would be given top priority for the event, but that talent from outside Port Moody would also be invited, and that he and Mr. Hill would be the event organizers.

 
3.2 Delegation - BC Taxi Association
Delegation Request: Mohan Kang, dated December 10, 2015

Mohan Kang, President of the BC Taxi Association, provided an overview of the activities of the BC Taxi Association, noting that taxi drivers in Metro Vancouver are strictly regulated and required to undergo six-month mechanical inspections through designated garages, and abide by a variety of local, provincial, and federal rules and regulations. Mr. Kang expressed concerns about Uber drivers being permitted to operate without having to comply with the same restrictions as are imposed on taxi drivers.
Mr. Kang requested that the City of Port Moody send a letter to the Minister of Transportation to request that Uber be subjected to the same regulations as taxi services in British Columbia.

 
3.3 Delegation South Island Resource Management Ltd.
Delegation Request: Todd Mizuik, Raymond Lam, Gary Isacson, South Island Resource Management Ltd., dated December 29, 2015 / File: 0510-01
(presentation)

Todd Mizuik, co-owner of South Island Resource Management (SIRM), gave a presentation on the company's operations in Shawnigan Lake, noting that the company is in compliance with the terms of its permit and all hazardous waste and contaminated site regulations. Mr. Mizuik noted that all water that comes into contact with contaminated soil is controlled, contained, and treated, and is never discharged from the site untreated. Mr. Mizuik also noted that the company is in constant communication with its oversight agencies, which include the Ministry of Environment, the Ministry of Mines, third-party independent geotechnical and civil engineering firms, environmental and ecological consultants, advisory committees comprising various stakeholders, and WorkSafe BC.
Mr. Mizuik responded to questions from Council regarding environmental testing, operational oversight, the water treatment process, and the terms of the company's operations permit.

Proposed Amendments to Fire Protection and Emergency Response Bylaw and Related Amendment to Fees Bylaw

WHEREAS the City of Port Moody Council has not researched nor published any factual information for any Port Moody residents withregard to the widely documented health and safety effects of burning wood debris and carcinogenic wood smoke emissions;
And in light of the fact that every other municipality in the Lower Mainland has banned wood as an outdoor residential burning fuel for health and safety reasons, and has substituted the sanctioning of six alternate safe fuels other than wood;
BE IT RESOLVED THAT that any further deliberation by Port Moody Council on amending the Fire Protection and Emergency Response Bylaw be held in abeyance until such time as public input and/or research information from health and environmental agencies can be sought related to safety and health concerns as a result of the outdoor burning of wood;
AND THAT public input and/or research be specifically sought from, but not limited to, the following agencies:
• Environment Canada;
• Metro Vancouver;
• The BC College of Physicians and Surgeons;
• The BC Cancer Agency;
• And other Vancouver Metro Municipalities;
• The Senior Citizens Association of BC;
• The University of British Columbia; and
• The David Suzuki Foundation.

Tree Management on City Property Policy

THAT a letter be sent to the Prime Minister's Office in support of the City of Burnaby's request to put the current National Energy Board Panel review of pipeline projects in Canada on hold until the new process and a broadened panel have been implemented, and to immediately suspend the current NEB Hearings.
 
Public Input
Sonia Furstenau, Shawnigan Lake, expressed concerns about the provincial statutory decision maker not visiting the South Island Resource Management operations site prior to signing the operations permit.
