Mayor Clay introduced the evening's Art at Council, a group of performing art students from the Caulfield School of Dance.
Mayor Clay noted that Cori Caulfield grew up in Port Moody where, in 1982, she established the Caulfield School of Dance, which is now considered one of the best dance, voice, and theatre arts schools in the Tri-Cities and beyond. Mayor Clay noted that the school offers general and elite professional training in many forms of dance, musical theatre, and voice, as well as instruction in acting and acrobatics. Mayor Clay also noted that past students of the school have continued on to top international ballet companies, a Tony Award winning Broadway production, film, TV, and more. Renowned Canadian pop and opera performer, Melody Courage, led the group in singing We Need a Little Christmas.

2. Public Input
Terri Evans, Port Moody, on behalf of the Tri-Cities Urban Food Forum, encouraged Council to support the creation of a Food Security Task Force, noting that food security contributes to the health of and enhances economic development in the City.
Tabitha McLoughlin, Chair of the Port Moody Farmers Market, expressed support for the creation of a Food Security Task Force in Port Moody.
David Ritcey, Port Moody, expressed opposition to proposed zoning changes that would enable narrow lot subdivision in Moody Centre, noting that the proposed changes would make heritage preservation less attractive as it is more expensive than demolition of older homes. Mr. Ritcey noted that the proposed setbacks would limit the number of heritage homes eligible for the narrow lots, and that impacts and options should be further reviewed.
Tammy Nguyen-Luong, Port Moody, expressed support for narrow lot subdivision, but noted that a minimum lot size of 400 square metres would be more financially viable for families.
Chris Rowe, Port Moody, expressed support for narrow lot subdivision, but noted that the maximum house size should be set at least 2,700 square feet to allow for basement suites and increased density in single family neighbourhoods.
Alex Augustyniak, Port Moody, expressed support for narrow lot subdivision, noting that it offers an option for property owners to increase density in the area which would help businesses in Moody Centre be more successful.
Karen Lim, Port Moody, expressed opposition to narrow lot subdivision, noting that the proposed changes would not fit the character of the neighbourhood. Ms. Lim noted that she would support narrow lot subdivision if the maximum height and site coverage were reduced and side yard setbacks were kept at five (5) feet.

Martha Meimetis, Port Moody, expressed opposition to narrow lot subdivision, noting that larger lots allow people to have large gardens, but that she would support smaller lots if the maximum height were reduced to 25 feet and side yard setbacks were maintained at five feet.
Dan Eaton, Port Moody, expressed support for narrow lot subdivision with the Floor Area Ratio (FAR) set at 0.7-0.8 and a side yard setback requirement of ten feet for corner lots.
Ken Tough, Port Moody, expressed support for narrow lot subdivision, noting that it would limit opportunities for monster homes in the neighbourhood. Mr. Tough noted that there are many old homes located on 33-foot lots.
Fred Soofi, Anmore, asked Council to consider support for urban agriculture by providing up to five years of tax incentives for areas dedicated to urban gardening. Mr. Soofi noted that, while there are many character homes in Port Moody that should be preserved, subdivision may not necessarily be the best way to encourage such preservation. Mr. Soofi encouraged Council to offer tax incentives for preservation of existing character homes.
Bill Bleasdale, Port Moody, noted that it is time to proceed with redevelopment of Moody Centre, with a focus on increasing density in areas within a radius of 400-800 metres around the Moody Centre SkyTrain station. Mr. Bleasdale noted that allowing narrow lot subdivision in the Mary Street to Hugh Street area would not result in the desired density around the SkyTrain stations, nor would it help with the issue of affordability. Mr. Bleasdale suggested that condominiums and high-rise buildings would be better options in terms of social convenience and economic benefit to the community.
Bill Brar, Port Moody, expressed support for narrow lot subdivision, but noted that side yard setbacks should be set at four feet, the FAR set at 0.9, and maximum site coverage set at 45-50% to allow for basement suites.
Bill Laidler, Port Moody, expressed support for narrow lot subdivision, noting that it would make the area more affordable. Mr. Laidler noted that better incentives are needed to encourage preservation of heritage homes.

Terry Hawes, Police Board Member and Police Board Finance Committee Chair, and Chief Constable Chris Rattenbury gave a presentation on the Port Moody Police Board 2017-2021 Provisional Budget, including a summary of 2014-2016 strategic goals, enhanced and new initiatives for 2016-2017, operating plan drivers, 2017 capital plan items, 2017 operating projects, 2017 project pre-approval requests, and the projected surplus for 2016.
Mr. Hawes and the Chief Constable responded to questions from Council regarding pre-approved projects.

Amy Seo, Chair of the Youth Focus Committee, provided an overview of activities and events of the Port Moody Youth Focus Committee in 2016, including the Tri-City Youth Week REACH Awards, the Seniors Pancake Breakfast, the Canadian Cancer Society's Relay for Life and related fundraising events, the Port Moody Youth Scholarship, the Port Moody Terry Fox Run, and the Tough Moody event.
Ms. Seo noted that suggested focus areas for next year's committee include identification and review of opportunities for strengthening the City's existing programs and services, and identification of current and future trends that may influence the delivery of youth services.

Councillor Lahti requested that staff arrange a meeting with the Council of the Village of Anmore on Tuesday, November 29, 2016 to discuss the David Avenue Extension.
Councillor Vagramov noted that he attended a rally held at Vancouver City Hall regarding the Kinder Morgan pipeline extension proposal, and expressed support for protestors attending a rally at Standing Rock in North Dakota.
Councillor Royer expressed support for the proposed meeting with the Council of the Village of Anmore.
Mayor Clay noted that the Evergreen Extension of the SkyTrain Millennium Line will open on Friday, December 2, 2016, and that the City of Port Moody will be hosting a celebration on Saturday, December 3, 2016 at the Moody Centre Station. Mayor Clay noted that he attended the Crossroads Hospice Society Treasures of Christmas Gala fundraising event on November 19, 2016 and thanked the Society for the work that they do.
