1.1 Introduction of Art at Council
Verbal Report: Mayor Clay

Mayor Clay introduced the evening's Art at Council, a video of Charles Best Secondary grade 12 student, Markus Masaites, playing the piano. Mayor Clay noted that Mr. Masaites, an aspiring performing artist from Port Moody who began studying the piano at age six, participates in numerous local festivals each year, and has consistently taken first or second prize since 2011.
Mayor Clay also noted that Mr. Masaites earned three different provincial level wins over the past three years, and represented the Tri-Cities at the 2016 BC Provincial Piano Competition, where his first-place finish earned him an opportunity to perform several
solo recitals across BC with the 'Young Artist's Tour' and compete as BC's representative in the Canadian Federation of Music Teachers' Associations (CFMTA) National Piano Competition in Baltimore, Maryland in March 2016.
Mayor Clay noted that Mr. Masaites completed his Associate of the Royal Conservatory of Toronto (ARCT) diploma for piano performance, achieving a mark of 96%, which earned him the National Gold Medal for the highest mark in Canada in 2016.
Mr. Masaites spoke about playing the piano, noting that he spends approximately two.hours a day practising, and that he is looking forward to studying music at university and working towards a career as a concert pianist.
 
2. Public Input

Alex Augustinyiak, Port Moody, asked about the timing for staff to report back on proposed RS1-N zoning changes.
John Grasty, Port Moody, expressed concerns about the number of public consultations that have been conducted regarding the Official Community Plan. Mr. Grasty noted that the cost of public consultations and community grants should be listed as separate line items in the budget.

THAT $295,852 of the estimated 2017 opening balance in the Asset Reserve be allocated to the Asset Reserve Envelope for City Equipment.

THAT $250,000 of the 2016 Operating surplus be allocated to the Council Strategic Priorities Reserve to fund the 2016 ending balance deficit;
AND THAT the proposed funding for the Council Strategic Priorities Reserve be $372,500 in each year from 2017 to 2021.

Councillor Dilworth noted that the Port Moody Arts Centre will be hosting its Annual Gala on Thursday, February 16, 2017 in the Inlet Theatre.
Mayor Clay invited everyone to attend the Community Grant Application Presentation and Vote that will be held on Saturday, February 18, 2017 in the Inlet Theatre.
