1.1 Introduction of Art at Council

Mayor Clay called the meeting to order at 9:05pm and introduced the evening's Art at Council, a wool on canvas titled The Paddocks, from Dalia Levy, a fibre and textile artist.
Mayor Clay noted that Ms. Levy has appeared in local art exhibitions and that her artwork, including The Paddocks, is currently on display in the Port Moody Public Library.

2. Public Input
 
David Stuart, Port Moody, expressed opposition to the Development Variance Permit application for 15 Dowding Road, noting that Council's decision to approve the application may influence staff's decision on the approval of the subdivision.
Gary MacKinnon, Port Moody, expressed opposition to the Development Variance Permit application for 15 Dowding Road, noting that several residents in the neighbourhood have signed a petition against the application.
Joan Stuart, Port Moody, expressed opposition to the Development Variance Permit application for 15 Dowding Road, noting that buildings in the neighbourhood should have consistent standards.
Lynn and Troy Smith, Port Moody, expressed opposition to the Development Variance Permit application for 15 Dowding Road, noting that there is not sufficient space in the area for additional houses.
Don Lank, Port Moody, expressed opposition to the Development Variance Permit application for 15 Dowding Road.

John Grasty, Port Moody, expressed concern about installing eco-sculpture at Rocky Point Park, noting that the park is overcapacity and that consideration should be given to installing the sculpture at another park in the City.
Mohanad Abdul, Port Moody, requested that Council approve his Development Variance Permit application for 15 Dowding Road, noting he has to meet provisions of the City's bylaws.
Angelo Evoy, Port Moody, encouraged residents in the Dowding Road neighbourhood to get to know one another

3.1 Master Transportation Plan Bicycle Draw

Mayor Clay noted that the Master Transportation Plan was completed in March 2017 and that people who provided feedback were entered into a draw to win a mountain bike.
Mayor Clay announced Rainer Daniels as the winner of the draw for the mountain bike.

Recommendation, adopted on consent:
THAT decisions on changes to Council remuneration in response to amendments to the municipal officers’ allowance be deferred to the 2018-2021 Council as recommended in Option 4 of the report dated July 14, 2017 from Finance and Technology Department – Financial Services Division regarding 2019 Changes to Municipal Officers’ Allowance.

5.4 Equipment Replacement Acceleration

Recommendations, adopted on consent:
THAT the 2019 scheduled replacement of OP030 (2008 Ford Escape Hybrid) for $45,500 from the Equipment Replacement Reserve Fund be accelerated to 2017 as recommended in the report dated July 12, 2017 from Engineering and Operations Department – Operations Division regarding Equipment Replacement Acceleration;
AND THAT the 2018 scheduled replacement of OP99K (2008 Ver-Mac Sign Trailer) for $25,545 from the Equipment Replacement Reserve Fund be accelerated to 2017;
AND THAT the 2019 scheduled replacement of OP014A (2005 Everest Plow) be increased from $15,000 to $30,000 from the Equipment Replacement Reserve Fund and be accelerated to 2017;

Councillor Vagramov expressed appreciation to the Rotary Club of Port Moody for organizing Port Moody Rib Fest.
Mayor Clay expressed appreciation for to the Rotary Club of Port Moody for organizing Port Moody Rib Fest.
Mayor Clay noted that he attended the swearing-in ceremony of the new provincial cabinet and noted that there is a good representation of Ministers and MLAs from the Tri-Cities.
Mayor Clay encouraged residents to check the City website for a list of summer events in Port Moody.
Mayor Clay thanked the Port Moody Fire Department for their help in the BC wildfire.
