Staff provided an overview of the Official Community Plan (OCP) Amendment and Rezoning Application, outlining key elements of the proposal.
Staff answered questions on the number of parking spots and the number of rental and affordable housing units.
The applicant gave a presentation of the project, noting the location, alignment with the OCP strategic directions, the importance of Dallas Creek, the proposed riparian enhancement project, partnership plans with Simon Fraser Society for Community Living, the architectural design of the buildings, and the stakeholder engagement done to date.
The applicant answered questions on parking spots, housing arrangements for residents currently living in the area, unit sizes, and project timeline.

Councillor Vagramov called for public input.
Sarah Bou-Antoun, Port Moody, expressed concern about parking and the lack of school space and public space for children.

Lana Harris, Port Moody, expressed concern about the traffic and parking space, noting that the project should be smaller in scale, but that the project contains some good proposals.
Yolanda Broderick, Port Moody, expressed support for the unit sizes, the riparian initiative, and the public art component. Ms. Broderick suggested that there should be more non-market housing.
Christine Scott, Port Moody, representing Simon Fraser Society for Community Living, expressed support for the project, noting that the project would provide housing for people with developmental disabilities.
Rachel LeNobel, Coquitlam, representing Simon Fraser Society for Community Living, expressed support for the project, noting that the project would provide housing for people with developmental disabilities.
John Grasty, Port Moody, expressed support for the project, noting that it would enable residents to remain in place. Mr. Grasty suggested that traffic has been a recurring complaint against several development applications and that the City should encourage traffic to go around Port Moody.
Ryan Lomax, Port Moody, expressed concern about traffic and the height of the six-storey buildings.
Daryl Way, Port Moody, expressed concern about the six-storey wood frame building, traffic, accessibility issues, and the lack of communication from the applicant to affected residents.
Faustino Dibauda, Port Moody, expressed concern about the six storey wood frame buildings, traffic, and the blocking of natural lights.
Hartley Lee, Burnaby, expressed concern about parking, safety, insufficient lighting, the height of the six-storey buildings, and the blocking of views.
Robert Simons, Port Moody, expressed support for the daylighting of the creek and housing options for people with developmental disabilities.

The applicant provided a response to public input, elaborating on the actions that the applicant has taken to address traffic concerns and enhance the environment.

THAT the meeting be extended for up to an additional 30 minutes.

Committee members expressed support for the environmental initiative, public art, housing for people with developmental disabilities, and electric vehicle charging stations.
Committee members expressed concerns about traffic, parking, the contrast between modern buildings and the heritage homes in the area, and the number of storeys of the buildings. It was suggested that there be reserve spots for car shares and that the applicant consider an initiative to prioritize selling housing units to local residents first.
