1.1 Art at Council
Verbal Report: Mayor Clay / File: 18-7705-01

Mayor Clay invited Jamie de Guia, a grade 12 student of Archbishop Carney Secondary, to perform two jazz songs on the piano. Mayor Clay noted that Jamie is very active on the entertainment scene in Port Moody with the band Clavinova Nights, which has performed at various locations in Port Moody, including Rodos Mediterranean Grille, the Gallery Bistro, Rocky Point Park at last summer's Wave Festival, and at the City's Day of the Arts event in September 2015.
Mayor Clay noted that Jamie and fellow bandmate Anthony Maljevac took first place at the 2015 Tri-Cities Got Talent contest, and that the band received the Audience Favourite Award at the 2015 Youth Talent Search BC. It was also noted that Jamie volunteers as a piano teacher for small children and is the pianist and choir leader for the 777 Neptune Royal Canadian Air Cadets.

2. Public Input
Ann Hulbert, Port Moody, expressed concerns about the conduct of some Council members during a recent Council meeting, regarding questions asked of the South Island Resource Management (SIRM) representative. Ms. Hulbert urged Council to send an apology to the SIRM representative.

3.1 Delegation - Maple Creek Middle School Students

Kirk Deutschmann, Vice Principal, and several Leadership Students from Kwayhquitlum Middle School gave a presentation on Real Acts of Caring Week, noting the significance of the event and providing examples of activities planned for the event.

Kirsten Fox, organizer of the 2016 Terry Fox Training Run, gave a presentation on the second annual event planned for Sunday, April 3, 2016 through the Tri-Cities, featuring a 10-mile run and a 2-km community walk, both of which start from Westwood Elementary School at 3610 Hastings Street, Port Coquitlam.
Ms. Fox noted that the 10-mile run begins at 8:30am and the 2-km community walk begins at 11:00am.
Ms. Fox requested financial support from the City in the amount of $2,500 for flagging and traffic safety measures along the event route.

THAT the following recommendations from the Finance Committee Meeting of January 19, 2016 be ratified:

FC16/016
WHEREAS Council has identified projects and initiatives in its 2015-2018 Strategic Plan that require funding for planning, consultation, and other related works;
AND WHEREAS staff have incurred and projected costs related to those Strategic Plan initiatives that are estimated to be in excess of the $100,000 set aside in the 2015-2019 Capital Budget;
BE IT RESOLVED THAT an additional $100,000 be approved for 2016 in the Council Strategic Priorities Reserve in the 2016-2020 Capital Budget to fund Strategic Plan initiatives, including the Moody Centre Neighbourhood Plan and the Coronation Park Neighbourhood Plan, as recommended in the report dated January 6, 2016 from Financial Services Department regarding Additional Funding for 2015-2018 Strategic Plan Initiatives Additional Funding Rationale.

THAT the Mayor write a letter to Port Metro Vancouver at the earliest possible time to express the City of Port Moody's indignation respecting, and opposition to, PMV conduct in amending the noise provisions of the PCT potash handling system permit despite the intent of the Canadian Environmental Assessment Act and despite the requirements of the Port's own required environmental assessment procedures.

Councillor Royer provided the following Notice of Motion:
WHEREAS environmental concerns brought to Council's attention by South Island Resource Management and its representative and by elected officials and residents representing Shawnigan Lake, BC, identify that contaminated soil is being transported from Pacific Coast Terminals (PCT); a tenant of Port Metro Vancouver property in Port Moody,
THEREFORE BE IT RESOLVED THAT Port Metro Vancouver and its tenant be asked to provide to Council all environmental and engineering reports, test results, recommended environmental protection measures, and mitigation plans about such contaminated material on its property and surrounding lands and waters;
AND THAT, in the event there is no information about contamination existing or migrating offsite, Port Metro Vancouver and its tenant be asked to undertake further investigations, tests, and studies to determine the full extent of existing contamination in the vicinity of its property and the potential for future contamination arising from its activities.

Mayor Clay expressed thanks to the Tzu Chi Foundation for the work done by the organization in Port Moody.
