5.1 Report:  Parks and Recreation Commission dated February 15, 2007

 
Moved, seconded and CARRIED
THAT the Parks and Recreation Commission enabling bylaw be amended to include a representative from the Youth Focus Committee.
 
5.2 School Community Connections Program

Verbal Report:  Acting Mayor Lahti

 

Acting Mayor Lahti reported on School District 43’s response to Council’s request that the School Board be encouraged to apply for the School Community Connections Program grant to explore opportunities to achieve maximum use of school facilities for the benefit of the community, advising that the School Board subsequently requested the city’s proposals in this regard.  Discussion ensued with Council members providing various suggestions for partnering opportunities with the school district.

THAT the school district and the City of Port Moody create a joint task force to investigate and develop opportunities for utilization of school space currently underused due to under enrolment in district (elementary) schools, co-operative use of city run facilities and programs for school programs and utilization of available school facilities (ie: gymnasium, theatre and other spaces) for city programs.

5.1 Tri Cities Homelessness Task Group - Response to Delegation

THAT Council appoint a Council representative and alternate Council representative to the Tri-Cities Homelessness Task Group.

 

Moved, seconded and CARRIED

THAT Council supports in principle the provision of administrative support to the Tri-Cities Homelessness Task Group in concert with the City of Coquitlam and the City of Port Coquitlam on a one year rotating basis;

 

AND THAT the foregoing request be referred to the Finance Committee for investigation of funding. 
 
5.2 Alderside Road Liftstation

Information sheet dated February 21, 2007

 

The Director of Engineering, Parks and Operations reported on the rationale for the location of the electrical control kiosk next to the lift station on Alderside Road and referred to the information sheet provided in the agenda.  Mr. Wat further reported on staff’s plans to continue to liaise with the land owner to address aesthetic concerns using landscaping.

6.1 Youth Focus Committee - Council Alternate

THAT the Youth Focus Committee Terms of Reference be adopted as amended to reflect the inclusion of an alternate Council representative in the committee’s membership. 
 
6.2 Fraser Burrard Resorative Justice Society
Verbal Report:  Councillor Clay

On-table Correspondence:  Port Moody Police Department dated February 21, 2007

Correspondence:  City of Port Coquitlam dated January 17, 2007

 

Councillor Clay reported that a resolution was passed at the last Council meeting to request the UBCM to urge the Ministry of Attorney General to provide on-going funding of restorative justice programs and that it would be appropriate that Council also forward its own correspondence to the Attorney General and Solicitor General in this regard.

THAT Council forward correspondence to the Attorney General and the Solicitor General encouraging the Province to provide ongoing funding for the Fraser-Burrard Community Justice Society’s Community Youth Justice Program.
 
7.1 Committee of the Whole - Ratification of recommendations

THAT the resolutions of the Committee of the Whole meeting of February 27, 2007 be endorsed as follows:

8.1 Councilor Dilworth

THAT Councillor Dilworth’s request to attend the “Leadership Makes a Difference” conference to be held at Harrison Hot Springs March 30-31, 2007 be approved, with funding to come from Council’s budget.
 
8.2 Acting Mayor Lahti

WHEREAS there is a lack of parity between the powers of authority granted to school boards and municipal councils and;

 

WHEREAS this lack of parity can cause a real and significant challenge to a municipal government's ability to plan for their community's needs:

 

THEREFORE BE IT RESOLVED that the provincial government be urged to amend the school act in an effort to bring more harmonization and parity between municipal governments and school boards by:

 

Adding a new section to the school act, requiring school boards to engage in meaningful consultation with local governments prior to making decisions, and if necessary require school boards to compensate municipalities in circumstances, where:

 

1)   The decision being considered by the school board will result in conflict with the municipality's OCP or,

2)   The decision being considered by the school board clearly establishes a financial, social or environmental impact or burden on the municipality.
 
Council directed that the foregoing resolution be submitted to the Lower Mainland Local Government Association for endorsation, to the 2007 Union of British Columbia Municipalities Conference for consideration, to the Ministers of Community Services and  Education as well as to the School District 43 Board.

WHEREAS there is a lack of parity between the powers of authority granted to school boards and municipal councils and;
 

WHEREAS this lack of parity may cause difficulty for municipal councils to have meaningful and transparent dialogues with the school boards on important issues:

THEREFORE BE IT RESOLVED that the provincial government be urged to bring about better harmonization between the school boards and municipal governments by amending Section 69 of the School Act so that it is in concordance with Sections 89-97 of the Community Charter.
 

Council directed that the foregoing resolution be submitted to the Lower Mainland Local Government Association for endorsation, to the 2007 Union of British Columbia Municipalities Conference for consideration, to the Ministers of Community Services and  Education as well as to the School District 43 Board.

 

 
9.3 Release of In-Camera Decisions - Mosaic Homes 3313 Dewdney (Cedarbrook)
 

THAT Council agrees that the developer continue to use commercial best efforts to secure the three affordable housing units;

 

AND THAT the City continue to hold the security until September 1, 2007 or until such time as it is determined by the city that Mosaic Homes can not provide the required affordable units.
