2.1 Housing Agreement - 2318 St Johns Street - Cold Wet Weather Mat Program
“City of Port Moody Housing Agreement (2318 St. John Street) Bylaw No. 2761, 2008” a bylaw to provide for a Housing Agreement for 2318 St. Johns Street.

THAT Bylaw No. 2761 be now read a first time.
Council requested that inconsistencies be addressed relative to the expression of time throughout the agreement and in Section 2.7 of the housing agreement and Section 9.1 of the Hope for Freedom’s Society’s Tri-Cities Cold Wet Weather Mat Program Policies and Procedures. Council agreed that the noted changes would be considered friendly amendments to the bylaw.
The motion on first reading of the bylaw was then put and CARRIED.

2.2 Rescind Third Reading of zoning bylaw 2572, and reschedule public hearing
“City Of Port Moody Zoning Bylaw 1988, No. 1890, Amendment Bylaw No. 183, 2007, No. 2752” a bylaw to allow for temporary overnight shelter use at 2318 St. John’s Street (St. Andrew’s United Church).

THAT third reading of Bylaw No. 2752 be rescinded;
AND THAT Bylaw No. 2752 be referred to a Public Hearing to be held on Tuesday, February 12, 2008 at City Hall, 100 Newport Drive, Port Moody.
2.3 Translink / Evergreen Line - verbal update, Mayor Trasolini
The City Manager reported on a meeting held with the Minister of Transportation Kevin Falcon, MP James Moore, MLA Iain Black, Mayors and CAOs of Port Moody, Coquitlam and Port Coquitlam and the Mayor of Anmore at which the Minister advised that SkyTrain technology has been chosen for the Evergreen Line. Mr. Royer further reported that the Minister advised that the province has a slight preference for routing SkyTrain through Port Moody and that municipalities are being given 45 days for community consultation with their residents, following which, municipalities are to advise the province of each municipality’s preferred routing of the Evergreen Line.
Discussion ensued relative to the information provided.

THAT staff report back at the February 12, 2008 Regular Council meeting with a proposed process for public consultation on a proposed SkyTrain route through Port Moody including identification of a date for a town hall meeting.
