Remo Faedo, member of the Crossroads Hospice Society’s Board of Directors, spoke to the report on the agenda, advising that the society is seeking Council approval to construct the Crossroads Hospice Labyrinth Healing Garden in Pioneer Memorial Park and presented a diagram of the proposed labyrinth garden and pictures of its proposed location in the park.

During the presentation, Councillors Clay and Lahti entered the meeting.

THAT Council approve the Labyrinth Healing Garden Project Phase 1 as outlined in the Crossroads Hospice report dated April 17, 2008.

3.1 Soccer Hall of Fame and Museum
 
Mayor Trasolini presented Port Moody resident and original Chair of the Port Moody Olympic Committee, Mr. Leslie Wilson, with a certificate acknowledging his recent induction into the Soccer Hall of Fame and Museum.
 
 
Ms. Anneke Rees, CEO, Habitat for Humanity Greater Vancouver (HFHGV), provided information on the organization’s purpose which is to build homes for sale to low-income working families. Ms. Rees advised that her organization wished to work with the City of Port Moody to identify potential opportunities to increase the amount of affordable home ownership opportunities for lowincome families in Port Moody.

Ms. Rees responded to questions from Council regarding:

• the default rate on mortgages;

• HFHGV’s plans for Port Moody;

• whether HFHGV will be approaching other municipalities with their proposals; and

• what constitutes a family in terms of eligibility for their program.

THAT staff undertake a public consultation process relative to the Fraser Health Medical Health Officer’s suggested changes to municipal smoking regulations and report back to Council by the end of September.

THAT as authorized by Section 83 of the Community Charter, Council seek community opinion on increasing the interval between civic elections from three years to four years by including the following question on the ballot for the 2008 general local government election:

“Are you in favour of increasing the interval between civic elections from three years to four years?”

THAT the foregoing motion be amended by adding the following:

“AND THAT the foregoing resolution be shared with other provincial municipalities.”

The motion, as amended was then put and CARRIED as follows:THAT as authorized by Section 83 of the Community Charter, Council seek community opinion on increasing the interval between civic elections from three years to four years by including the following question on the ballot for the 2008 general local government election:

“Are you in favour of increasing the interval between civic elections from three years to four years?”

AND THAT the foregoing resolution be shared with other provincial municipalities.

THAT the City of Port Moody enter into an agreement with C-Media to operate a bicycle parking program in the City of Port Moody as outlined in the Engineering, Parks and Operations report dated May 16, 2008.

THAT Robert Starcevich be appointed to the Traffic Safety Committee.

THAT the proclamation request from the Ministry of Community Services to proclaim June 15, 2008 “World Elder Abuse Awareness Day” be approved.
 
Staff was directed to forward the proclamation and supporting documentation to the Community Care Committee for information.
 
6.6 Ecomm board of directors designate, 2008/2009

THAT the City of Port Moody nominates Councillor Calvin Donnelly, City of New Westminster, to represent the municipalities of Coquitlam, New Westminster, Port Coquitlam, Port Moody and the Village of Belcarra on the E-Comm Board of Directors for the 2008/2009 year.
