Ann Kitching and Toni Pandini spoke in support of their request to establish a seniors’ social room in the City Hall Galleria on a six month trial basis.

Jim Millar, Manager/Curator Port Moody Station Museum accompanied by Leslie Gilbert, Manager of Planning and Vice-President of the Heritage Society of BC,  outlined various activities taking place during Heritage Week, February 15 to 21, 2010.

Brent Hilpert, Alderside Road, discussed issue of public parking in front of his property which was dealt with incamera. He questioned why his delegation had been considered at an In-Camera meeting of Council.

THAT the public input period be extended.

Julie Rodgers outlined her fundraising efforts to fill a 40 foot shipping container with supplies to assist children affected by the Haiti’s earthquake, requesting Council to help promote their event on February 20 and 21, 2010.

Students representing Aspenwood Elementary School provided a presentation regarding Real Acts of Caring and requested that Council proclaim February 14 – 20, 2010 “Real Acts of Caring Week”.

The Mayor presented the “Real Acts of Caring Week” proclamation to the delegation.

 
Students representing Aspenwood Elementary School provided a presentation regarding how their recycling program is working and how close they are to reaching their goal of drastically reducing waste produced by their class.

THAT the Town Hall Budget Meeting notes of January 28, 2010, attached to the February 2, 2010 report of Legislative Services be received and posted on the city’s web site.
 
 
4.2 Proposed Subdivision and Development Servicing Bylaw , 2010, No 2831
“City of Port Moody Subdivision and Development Servicing Bylaw, 2010” No. 2831 a bylaw to regulate the subdivision of lands and to establish the standard of services to be provided in subdivided land.

THAT staff prepare an amendment to the existing OCP to meet the provincial requirements of the Local Government (Green Communities) Statutes Amendment Act, (Bill 27) by the May 31, 2010 deadline.

THAT this request be forwarded to the Parks and Recreation Commission to look for suitable alternatives within the purview of the Parks and Recreation Commission.

THAT staff proceed with the implementation of a Phase I communication and education plan for the collection of food waste and food soiled paper.

THAT Pilot Project 1 be conducted within one single family collection area and that results be used to adjust the recommended implementation strategy.

THAT Pilot Project 2 be conducted within one townhome complex and that results be used to adjust the recommended implementation strategy.

THAT staff report back in July 2010 with a Phase II communications plan and a final implementation strategy including further information and recommendations for food waste and garbage collection services and frequencies for multi-family complexes to move to bi-weekly garbage and weekly yard/kitchen waste collection in January 2011.

THAT Council decline the opportunity to participate in the Community Roundtable on Supportive Housing and that future opportunities be declined as well.

THAT Council advise the Welcoming and Inclusive Communities and Workplaces Program that we wish  them all the success however the City of Port Moody will not participate in their program.
 
6.4  Community Member Appointment to 2010 Select, Statutory , Regional and Local Committees
 
Mayor Trasolini announced the appointment of Jonathan Schaden to the Heritage Commission.
 
Mayor Trasolini also indicated that there is a vacancy on the Economic Development Committee, a vacancy on the Heritage Commission and six vacancies on the Youth Focus Committee.

THAT the Youth Focus Committee’s terms of reference be amended to elect one (1) member as a representative to the Parks and Recreation Commission.
 
6.6. Proclamation Request - Heritage Week - Feb 15-21,2010

THAT February 15 – 21, 2010 be proclaimed Heritage Week.

WHEREAS Port Moody has had nearly 20 years of experience maintaining city-owned lands, parks and flower beds without the use of pesticides and was the first community in British Columbia to adopt a bylaw prohibiting the use of pesticides for cosmetic purposes in 2003;

AND WHEREAS several private landscaping and lawn care companies now promote themselves as using environmentally-friendly pesticide-free maintenance practices;

THAT the BC Minister of Environment be asked to introduce the appropriate regulation and legislation to ban the use of pesticides for cosmetic purposes and thus encourage the leadership of BC’s business sector in sustainable practices within Canada and internationally;

AND THAT this resolution be forwarded to the Minister of Environment, the Ministry’s public consultation agency and UBCM.

9.1 Release of In Camera decisions
 
Release of In-Camera items from January 26, 2010 In-Camera Council meeting approved for public release:
 
WHEREAS the police board had an approved budget for 2010 and subsequently put in a request to increase that budget by an additional amount of $701,000,

THAT Council provided direction that their increased request be reduced by $353,667.
