Mayor Trasolini reviewed the history of Council’s consideration of the Official Community Plan relative to transportation infrastructure projects. He requested the previous motion of Council of September 22, 2009 read as follows:

“that staff be directed to bring forward a draft OCP that calls for minimal to zero growth.”

The Director of Planning and Development Services outlined the suggested process for the meeting and noted the documents before Council. He advised that all the changes made regarding zero to minimal growth are in colour in the January 2010 Draft OCP document before Council. The Planner referred to the page numbers where the changes are contained. The Director outlined staff’s interpretation of Council’s motion.
 
Council discussed whether the approach of staff to address the zero to minimal growth direction in terms of the transportation policies was what Council intended and discussed whether further more specific direction should be provided.
 
Council also discussed whether the zero to minimal growth direction referred to both residential and commercial or just residential growth.
 
Mayor Trasolini suggested the focus be on the nongrowth  related chapters for this meeting.
 
The Planner provided an overview of Chapter 5 – Energy  and Emissions.

THAT in Chapter 5 - Energy and Air Emissions, Policy 11 “Transit Oriented Development”, be removed.

THAT in Chapter 5 - Policy 13 “Air Quality and Emissions” be amended by removing the word “committing to” and amending “reduce” to “reducing”.

The Planner provided an overview of Chapter 11 – Heritage Conservation.

THAT in Chapter 11 – Heritage Conservation, Policy 16, relating to an inventory of significant trees, be removed and be referred to the Heritage Commission to consider how that can be addressed from a city perspective rather than put it in the OCP.

THAT Chapter 11 – Heritage Conservation, be approved as amended.
 
It was requested that the reference to Moody Centre Character Area in Policy 3 be clarified by referring to the map which identifies this area.
 
The Planner provided an overview of Chapter 12 – Community Well Being.

THAT in Chapter 12 – Community Well Being, Policy 7 be amended by deleting “and will investigate opportunities to create additional group child care spaces in some commercial areas and within existing multi-family developments”.

THAT in Chapter 12 – Community Well Being, Policies 8 and 9 be combined to read: “Through the development process, the city will encourage the development of community care facilities which provide for children and those with special needs as well as seniors’ housing and care facilities to meet a range of needs, including independent and assisted living, in a suitable location and with appropriate amenities”.

The Planner provided an overview of Chapter 13 – Transportation.
 
It was requested that wherever “TransLink” is referred to, the broader definition of “provincial and regional agencies” should be used.

THAT in Chapter 13 – Transportation, Policy 23 be amended by inserting the words “where permitted under existing zoning” at the beginning of the policy.

THAT in Chapter 13 – Transportation, Policy 25 of relating to promoting alternative transportation options be amended by deleting the words “and enrolment in TransLink’s employer pass program”.

The Planner provided an overview of Chapter 14 – Community Infrastructure.

AND THAT in Chapter 14 Community Infrastructure, Policy 10 relating to Metro Vancouver’s target of 70% diversion, be amended by adding that “the city has developed a position on waste to energy within its community boundaries”, and an appendix be added to list Council’s approved 12 points on waste to energy and be referred to in Policy 10.

AND THAT in Chapter 14 - Community Infrastructure, Policy 9 be amended by deleting “to achieve reduction  targets set out in the Livable Region Strategic Plan and the city’s Community Action on Energy Efficiency Plan” and replacing it with “towards the target of zero waste”.

The Director of Planning and Development Services and the Planner provided an overview of Chapter 16 – Development Permit Area Guidelines.
 
Council discussed how the character of Moody Centre is  being altered by redevelopment that allows driveways off the main streets instead of from lanes at the rear accesses.
 
The Director of Planning and Development Services suggested that there could be a general statement added in the Neighbourhood Plan Areas Chapter when that Chapter is reviewed by Council. It could also be addressed through zoning regulations to increase side and/or front yard setbacks.
 
Mayor Trasolini requested staff to bring forward advice to an upcoming meeting of Council on a process for addressing this issue.

THAT Chapter 16 - Development Permit Area  Guidelines, be approved. 
 
Having completed the non-growth chapters, Council discussed the Summary of Deleted Policies from OCP 2000.

THAT the reference to “small town character” which had been removed from the Overall Community Vision section be put back in the Vision section.

THAT with reference to item 5 of the Deleted Policies, Chapter 8 – Economic Development, Industrial Policies, staff include in the OCP, Council’s previous decisions  related to waste to energy uses at the landfill site.
 
Council again discussed the need for a definition of “minimal to zero growth” in order to provide appropriate direction to staff, in other words, whether it includes commercial as well as residential and whether all the growth related chapters should be revised back to the current 2000 Official Community Plan so there is no updesignation now.
 
Council also discussed the “special study areas” and how those should be treated.

THAT Draft Chapter 8 – Housing and Draft Chapter 15 – Neighbourhood Plan Areas be held in abeyance and that these chapters be replaced with the existing 2000 OCP chapters on housing and neighbourhood plan areas ;

AND THAT the residential growth policies in the existing OCP remain unchanged;

AND THAT the special study area designations be removed in the draft OCP;

AND THAT staff prepare these changes and report back to Council.

Mayor Trasolini thanked staff for the work done to date and asked staff to comment on the next steps in the process.

The Director of Planning and Development Services suggested he work with the Mayor and City Clerk to set a meeting date to continue Council’s deliberations of the OCP.
