2.1 2010-2014 Finanical Plan

Moved, seconded
THAT the Finance Committee recommend to Council that $225,000 be added to the overall budget in 2010, with $180,000 directed to the Police Budget, and $45,000 be transferred to the Asset Renewal Reserve in 2010, and the Asset Renewal Reserve transfer be reduced by $45,000 in 2011.

THAT the Finance Committee recommend to Council the amended 2010 – 2014 Operating Plan be approved.

THAT funding for the Arts and Culture Master plan be approved in the amount of $6,770.

Separation of the motion was requested:

Councillor Dilworth entered the meeting at 6:10 p.m.
Councillor Elliott entered the meeting at 6:15 p.m.

The question on the first part of the motion, as follows, was put and CARRIED

THAT $225,000 be added to the overall budget in 2010 , with $180,000 directed to the Police Budget, and $45,000 be transferred to the Asset Renewal Reserve in 2010, and the Asset Renewal Reserve transfer be reduced by $45,000 in 2011.

Voting against: Councillors Elliott and Rockwell

The question on the second part of the motion, as follows, was put:

THAT the amended 2010 – 2014 Operating Plan be approved for inclusion in the budget bylaws.

Moved, seconded and CARRIED

THAT the foregoing motion be amended by adding “AND THAT the Police Board budget be adjusted for
2011 to 6.3% over their 2010 approved budget,
and in 2012 be adjusted to 5%,
in 2013 to 7%,
and in 2014 to 6%”.

Voting against: Mayor Trasolini, Councillor Nuttall

Moved, seconded and CARRIED

THAT the foregoing motion be amended by adding “AND THAT direction be provided via correspondence to the Police Board on this decision.

Voting against: Mayor Trasolini

The question on the motion as amended was put and CARRIED.

The question on the third part of the motion, as follows, with a friendly amendment was put and CARRIED.

THAT funding for the Arts and Culture Master plan be approved in the amount of $6,770 from the unallocated reserve.

Moved, seconded and CARRIED

THAT the City Manager and Director of Corporate Services be directed to consider only non-police services in the budget in reference to the tax rate target increases approved by Council, and the Police Board budget be dealt with separately from the tax rate established by Council for services other than Police.
