Moved and seconded THAT Council refuses to accept the Metro Vancouver Regional Growth Strategy entitled Metro Vancouver 2040 – Shaping Our Future (Regional Growth Strategy Bylaw No. 1136), specifically with regard to the following provisions: (1) The City of Port Moody objects to Map B.2 “Major Road Network, Highways and Gateways” on the basis that it does not include the future alignment of the Murray Clarke Connector, a four lane road project approved by the TransLink Board in November 2007, that is essential to meet the region’s transportation needs and to mitigate adverse impacts on local residents, the environment and heritage resources. (2) Council is willing to accept that Map B.2 be included in the regional growth strategy on the basis that the provisions will not apply to Port Moody. (3) The City of Port Moody objects to Table A.1 “Population, Dwelling Unit and Employment Projections for Metro Vancouver Sub-regions and Municipalities” on the basis that a. it exceeds the population capacity of 38,000 noted in the City of Port Moody’s current Regional Context Statement that was accepted by the Metro Vancouver Board on December 10, 2010; b. the current state of transportation governance and financing undermines the ability of Metro Vancouver to adequately coordinate the sustainable development of the region; c. Table A.1 needs to be annotated as follows: “The City of Port Moody population, dwelling unit and employment projections are not considered in effect until such time as there is a firm commitment to construct the Murray Clarke Connector and the Evergreen Line SkyTrain alignment through Port Moody.” (4) Council is willing to accept Table A.1 in the regional growth strategy on the basis that its growth projection provisions will not apply to the City of Port Moody.
Moved, seconded and CARRIED THAT the foregoing motion be amended by adding the following: “(5) The City of Port Moody objects to Map 12 on the basis that the Petro Canada Refinery lands, Mill and Timber site and Imperial Oil lands should have been included as Special Study Areas as requested by resolution of Council on March 23, 2010”; and “(6) Council is willing to accept Map 12 in the regional growth strategy on the basis that the designation of the Petro Canada Refinery lands, Mill and Timber site and Imperial Oil lands will not apply to the City of Port Moody.”
The question on the motion as amended was put and CARRIED, with the final wording to read:

Moved, seconded and CARRIED THAT Council approve an increase in the size of the two temporary trailers previously approved for Rocky Point Kayak from 8 ft. x 20 ft. and 8 ft. x 28 ft. to 8 ft. x 25 ft. and 8 ft. x 28 ft.
