Due to a lack of quorum, and as per Library Board policy B4 15.1, the Chair convened a meeting of the Committee of  the Whole rather than the scheduled regular meeting of the Library Board. The Chair indicated that the meeting would follow the agenda of the regular meeting and that any decisions taken would be ratified at the next (August 25, 2011) regular meeting of the Library Board
