4.1 Evergreen Line Station Names

Jeff Busby, Senior Manager, Infrastructure Planning, TransLink outlined the process and naming criteria for naming Sky Train stations. He advised that their recommended first choices for station names are Ioco Road Station and Port Moody Station and requested feedback from Council.

1.1 Art at Council
Verbal Report: Mayor Clay

Instructors is the latest exhibition at the Port Moody Arts Centre. As the name implies it’s a showcase of visual art work by instructors; a talented group from the Port Moody Arts Centre. The show is on now until August 19th.

Magnificent Magnolias, a piece from the Instructors exhibit, is the name of tonight’s Art at Council, an acrylic on canvas by Tammy Pilon. After admiring magnolia blossoms every spring, Tammy finally took the time to stop and study these magnificent flowering trees. She worked from photographs and sketched various compositions before choosing this design that shows a blossom at each stage of its brief evolution. Tammy began teaching art in the Tri-Cities in 1996 and has been teaching at the Arts Centre since 1998.

In 1912, many property owners supported the idea of incorporation and sent a petition to Victoria. An Incorporation Committee was tasked with investigating the steps necessary to elevate this “unorganized territory” to a city status. One of their first jobs was delineating the limits of the proposed city and preparing maps. One hundred maps of Port Moody Townsite were printed on linen and sold for $5.50 each, strictly net cash, delivery charges extra.

On August 29th, 1912, the Attorney-General directed that a special survey be made of the Port Moody Townsite. During the years 1912 to 1915 considerable progress was made by the surveyor doing the actual field-work. However, operations were suspended when the surveyor enlisted for service in World War I. The surveyor returned from oversees and completed the work on the ground. It wasn’t until 1949 that it was discovered that the surveyor, who died shortly after completing the survey and plans, had not filed the report as required under the “Special Survey’s Act”. So, there were grave doubts about whether the plans could be properly validated. Luckily, the provincial government recognized that the survey had been accepted for “a great many years” and acknowledged that it was in the interests of Port Moody and anyone who had title to any lands in the survey area, to take the survey as valid. So, in 1949, the Provincial Government enacted the “Port Moody Townsite Surveys Confirmation Act” which validated the surveys done before 1915.
 
2. Public Input
 
Ann Kitching, on behalf of the Port Moody Arts Centre Society, thanked Council for inviting the Arts Centre Society to be involved in the Centennial House/Appleyard House project. She advised that the Society supports the 126 Kyle Street location for this building.

David Gray, Flavelle Sawmill, spoke in support of the withdrawal of the proposed motion that was on the Committee of the Whole agenda regarding Evergreen Line stations. He spoke in support of the current OCP review which is addressing the future of their sawmill site. He added that the company will continue to be involved in the OCP process

Wendy Swalwell, Port Moody, spoke to the location of Centennial/Appleyard House advising that she talked with some area residents and more people preferred that the house be located at 125 Kyle Street. She submitted a document showing the results of that survey. She also spoke to the media reports about Council members proposing bylaws, specifically the proposed Advisory Design Panel bylaw. She provided information on what she has learned about how other municipalities have addressed this. She suggested there should be more research into such issues before Council makes a decision to proceed with a bylaw.

Sheila Francis, Port Moody resident and business operator, thanked Council for their efforts to pursue a more western station noting her disappointment that a further western station will not be pursued. She encouraged Council to continue to advocate for this.

Debra Nijdam, 1880 Charles Street, spoke in favour of a more westerly station suggesting there should be a more westerly station to serve the western area of the city for the long term to serve generations to come to support the concept of walkability and to address vehicular congestion. She expressed the belief that there is still flexibility to change the location of the station.

Steve Kurrein, Port Moody, spoke in favour of the concept of an Advisory Design Panel indicating that in the past in Port Moody and in other communities these panels work well as they are independent from council and staff and have a variety of experts. He suggested that the current Land Use Committee does not work well as it doesn’t focus purely on land use and that the terms of reference for Land Use Committee should be changed so they focus solely on land use.

Robert Simons, representing the Port Moody Foundation, presented the annual update of the activities of the Port Moody Foundation and introduced the 2012-2013 Board of Directors.

Jillian Hull, representing the Arts and Culture Committee, presented Council with samples of the Art Bars art initiative which is part of a Committee’s project to get art into unusual places. With the support of Thrifty Foods in SuterBrook, these 20 bars will be used to separate grocery orders at checkouts. She also acknowledged contributions from Craftsman Collision who clear coated the bars for free, Triple A Aluminum who donated light weight bars and TriCity Paint and Decorating who donated expensive metal primer. She also acknowledged the work of 20 local artists who devoted their time and talent to painting the bars.

6.1 Multi-Material British Columbia (MMBC) / Extended Producer Responsibility (EPR) Program

WHEREAS Metro Vancouver recycling rates for residential properties is currently at around 50%;
AND Port Moody recycling rates climbed from 40% in 2006 to lead the region and the province at over 75% in 2011;
AND the increase in the diversion rate can be attributed to an efficient system of collection and public education;
AND the increase in the diversion rate also coincided with the change to single stream recycling;
AND the city benefits from revenue recovery of higher valued commodities in the recycling stream;
AND the new EPR programs are targeting higher valued commodities;
AND the opportunity for the producers to ‘cherry pick’ the higher valued commodities from the city recycling stream would leave only the low or negative valued commodities in the city recycling stream;
AND any parallel system of curbside collection, or depot recovery, will result in decreased efficiencies currently in place in the city collection system;

THEREFORE BE IT RESOLVED THAT the City of Port Moody request the Province to amend the Recycling Regulation to require that where local governments choose to provide recycling services, that any EPR model require the producer to contribute to the municipal collection system to reimburse the local government for the collection costs attributed to the collection of their waste/packaging products;
AND THAT the producers assist the municipalities, and the Greater Vancouver Regional Utilities, at the wholesale/processing level to facilitate local processing, to maximize the value of the commodity and to minimize the collection costs;
AND THAT a copy of this resolution be forwarded to Metro Vancouver and all Lower Mainland Municipalities.

10 Public Input
 
Sterling Ward, Port Moody, spoke in favour of a more western station of the Evergreen Line to properly plan this line for the city’s future prosperity. He noted that a higher density in that area is required and supported. He encouraged Council to continue to work towards a third station.
David Spence, Port Moody, referred to the Council decision to work with City of Coquitlam to apply to host the BC Summer Games in 2016 or 2018. He noted that Surrey has been holding the 2012 BC Summer Games and Burnaby will host the BC Seniors Games and for all these games volunteers are needed. He acknowledged that some Port Moody volunteers, including himself, are volunteering for the BC Seniors Games to make these games a success.
Wendy Swalwell, Port Moody, advised that she is an adult educator and there are a lot of ESL students who have time and a love for this City and they recently worked along Shoreline Trail as volunteers to deal with invasive species. She added that they are now looking at an adopt-a-trail program and asked the city to support such a program.
