1.1 Zoning Bylaw Map Amendment - 2614 St. Johns StreetFile: 6700-20-109 / BL2949

“City of Port Moody Zoning Bylaw, 1988, No. 1890, Amendment Bylaw No. 216, 2013, No. 2949” a bylaw to allow for the construction of a new church hall for the adjacent Pacific Grace Church.

PUBLIC REPRESENTATIONS:

Eric Pattison, Architect for the project provided a presentation overview of the application noting the special features such as landscaping and the plaza and showed slides of the site plan, landscape plan and architectural renderings. He also spoke to the community benefits of this proposal.
 
John Tsang spoke on behalf of the church and provided background information on the growth of the church congregation. He outlined the various programs and services provided in the building and the limitations and challenges with the current space.

David Ritcey, Port Moody, expressed the view that this will be an attractive facility for the community. He inquired whether the heritage house on the lot would be relocated within the community.

Jillian Hull, Belcarra, advised that she is one of the co-owners of the heritage house and that the owners are currently sourcing locations for it.

1.1 Introduction of Art at Council

The Port Moody Arts Centre Society is proud to present the Wearable Art Awards competition, which has been encouraging local, Canadian and international artists of all mediums to submit evocative, imaginative, and thought provoking creations for the human body since 2002. This year’s performances will be held on Saturday, February 16th at 7:30pm and Sunday, February 17th at 6:30pm here in the Civic Centre Galleria.

We are not able to give you a sneak peek of any of THIS year’s original and creative entries… you’ll have to purchase tickets to see them for yourself. Tickets are $25 and can be purchased from the Port Moody  Arts Centre or check out pomoarts.ca for more information.

Fortunately for us, Geoff Scott of Tri-Cities TV captured footage from the last Wearable Art Awards and we’d like to share some of it with you tonight. So sit back and enjoy the show.

1.2 Historical Highlight - Centennial 2013

Verbal Report: Mayor Clay / File: 1485-015

The Mayor made the following comments regarding Richard Clement Moody: He was gentleman foremost, a soldier, administrator and public servant. He was born on February 13th, 1813 at St. Ann’s Garrison, Bridgetown, Barbados, West Indies. In 1852 at Newcastle upon Tyne, England he married Mary Susannah Hawks, the eldest daughter of Joseph Hawks, a banker and justice of the peace.

He served as Lieutenant Governor for the Falkland Islands, Malta, Ireland, and Edinburgh; and did so with distinction. The War Office made him a commander of the Royal Engineers, British Columbia Detachment. He was a man "of good judgment possessing a knowledge of mankind".

He left England in October 1858 with Mary, 4 children (all under five years of age), and two servants; with 172 other sappers, including three captains – Robert Mann Parsons, John Marshall Grant, and Henry Reynolds Luard.

He was responsible for three areas: (1) military security of the colony, (2) survey of the lands for roads and cities, and (3) the construction of civic buildings and infrastructure.

He arrived from San Francisco in Victoria on 25th December 1858 where Governor James Douglas welcomed him to the pacific colonies and his colonial responsibilities

Among his accomplishments while serving in British Columbia were surveying North Road to reach Burrard Inlet, Kingsway Avenur to reach Stanley Park, and Cumberland Street to reach Burnaby Lake.

In 1863 he was recalled to England.

David Spence and Donna Otto, in period regalia, then came on stage in the role of Richard Clement Moody and his wife Mary. Mr. Spence (Colonel Moody) provided a history of Mr. Moody’s activities in the early British Colony and in the City of Port Moody which was named in his honour.

He then introduced the honorary consul for Barbados in BC, Marilyn Moseley and Wilma King Bennett, Honorary Consul for Jamaica

Linda Reimer on behalf of MLA Douglas Horne, Coquitlam-Burke Mountain brought greetings from the Provincial Government, presented a proclamation of the Honourable Judith Guichon, Lieutenant Governor of the Province of British Columbia, counter signed by Shirley Bond, Minister of Justice and Attorney General, proclaiming that February 13, 2013 shall be known as Colonel Richard Clement Moody Day.

THAT consideration of additional traffic calming measures such as traffic diverters for the Moody Centre residential neighbourhood be reconsidered once the city better understands the potential impacts of nearby transportation projects such as the Murray Clark Visioning Study and the Evergreen Line Rapid Transit project on this neighbourhood.

9.5 Release of In Camera Resolution
Release of In-Camera item from February 5, 2013 In-Camera Council meeting approved for public release:
THAT the request of the Port Moody Police to establish community gardens in the vacant lot adjacent to the Public Safety Building be approved

10. Public Input

David Spence, Port Moody, suggested that since many cities have a street named Veterans Way, Port Moody consider calling it Veterans Parkway so as not to be confused with other cities and given the proximity to Chip Kerr Park, named in honour of veteran Chip Kerr.
