3.1 Review of 2012 Heritage Commission Annual Report, Work Plan, and Budget
 
Staff provided an overview of the 2012 Heritage Commission Annual Report, noting that until further funding is approved, the current budget of the Heritage Commission is $2,974. Staff noted that a request for $10,000 for the next five years has been made, but that the budget may not be adopted until May, 2013.
Councillor Dilworth requested that a breakdown of 2012 expenses be provided to the Commission at the next meeting.
 
3.2 Centennial Events

Jim Millar provided an overview of the progress of the Civic Treasures initiative, and noted that the Port Moody Heritage Society is unable to take over the project as was proposed by the 2012 Civic Treasures subcommittee.

Councillor Dilworth noted that it may be possible to merge the Civic Treasures initiative with a similar initiative that the mayor is considering.

Mayor Mike Clay noted that he was inspired by the Queen’s Jubilee Medals and the BC Achievement Awards to consider creating a Port Moody Significant Contribution Medal initiative, in which 100 people (50 living, 50 dead) would be recognized for their contribution to the city.

Promotional information and a nomination form would be available on the City website. The initiative would run for six months, and the Commission would select the recipients based on stated criteria.

The Commission discussed how the Port Moody Significant Contribution Medal initiative could be merged with the Civic Treasures initiative, and whether both initiatives would recognize people, places, things, and events or people only. The Commission agreed to place this on the next meeting agenda as a joint initiative for discussion on adjudication criteria, marketing/promotion plan, and the project budget.

The Commission discussed the progress on the Time Capsule Project to date, and agreed to consider including it in the 2013 work plan.Action: Staff to investigate the existence of a 1938 time capsule in the cairn located at the Port Moody Arts Centre and report back to the Commission at the next meeting.

Councillor Dilworth asked the Commission for interest in representing the Heritage Commission on the Centennial Steering Committee. The Commission noted that as

4.1 Draft Heritage Commission Annual Work Plan & Budget

The Commission discussed the progress of the Heritage Revitalization Tax Exemption Program, noting that while effort has been made to promote the program, there has yet to be any applications. The Commission agreed that promoting this program should be a focus for 2013.

4.2 Heritage BC Heritage Week—“Good Neighbours: Heritage Homes and Neighbourhoods”
 
The Commission discussed potential activities for Heritage Week and noted that given the time constraints, the Commission will support the Heritage Society in its activities during Heritage Week, and will have Heritage Revitalization Tax Exemption brochures for distribution with the Heritage House Tour materials.

Jim Millar gave a brief overview of the Tracks in Time book launch to take place on February 3, 2013 and noted that the slideshow for that event can also be shown in the Galleria during Heritage Week to raise awareness.

5.1 Dynamic Downtowns Community Workshop – Expression of Interest
