Moved, seconded and CARRIED
THAT the April 25, 2013 Financial Services report titled "Purchasing Policy #3-1200-1 – Amendment – Report Back from Staff", and the attached Corporate Policy 3-1200-1 – Purchasing, be forwarded to the May 14, 2013 Regular Council meeting.

Concerns were raised about the sentence "Meals will not be provided or reimbursed when a conference/seminar/training is held in the Lower Mainland and overnight accommodation is not required." It was suggested that this sentence be amended to allow for the reimbursement of meals if meals are not provided as part of the session and supervisor approval is obtained.

Moved, seconded and CARRIED
THAT Section 2.4 of the Travel and Expense Policy 5-1800-1 be amended to reflect concerns outlined at the meeting of the Committee of the Whole.

It was noted that "CAO or designate," should be used consistently as the approving authority throughout the document.

THAT references to carpooling in section 2.1c be removed.

THAT the foregoing motion be deferred to the next meeting for staff to investigate expense approval and reporting regarding carpooling in other municipalities.

It was noted that section 3.2, Travel and Medical Insurance, should be clarified to note that Councillors who are not covered under the City’s extended health insurance program shall have their medical insurance covered as is the case for committee members.

That Corporate Policy 5-1800-1 – Purchasing be revised and brought back to the next meeting of the Committee of the Whole.

The Purchasing Supervisor left the meeting at 6:45pm.

Report: Development Services, Planning Division, dated April 29, 2013 / File: 6410-04/2013

Councillor Glumac noted that the Environmental Protection Committee made a resolution regarding the identification of significant trees that should be included in the Tree Retention Bylaw.

Moved, seconded and DEFEATED
THAT the tree retention bylaw be amended to include a definition of significant tree as any tree greater than 30 cm in diameter, with exclusions of certain species.
Voting against: Mayor Clay and Councillors Dilworth, Nuttall

Staff noted that a plan for identifying significant trees will be brought to a future Committee of the Whole meeting.

Councillor Small left the meeting at 7:00pm and did not return.

THAT staff prepare an amendment to the Tree Retention Bylaw in accordance with changes proposed in Attachment A and housekeeping amendments as identified in the Development Services Report dated April 29, 2013.

THAT staff bring forward the proposed amendment to the Tree Retention Bylaw to include references to environmentally sensitive areas, as listed in Attachment A, for Council consideration in advance of the other proposed amendments identified in the Development Services Report dated April 29, 2013.

THAT staff prepare an amendment to the Municipal Ticketing Information Bylaw in accordance with the changes proposed in Attachment A of the Development Services Report dated April 29, 2013.

THAT the foregoing motion be amended by adding:
"AND THAT the bylaw impose a higher fine for tree removal from  public property and in riparian zones than on private property;
AND THAT the Universal Appraisal System be used to determine the fine amount, set at a minimum of $2,000 and a maximum of $10,000;
AND THAT the fine for failure to replace a tree be increased to $500 from $200".

The question on the motion as amended was put and CARRIED.

THAT staff establish a process for identifying significant trees within the City of Port Moody, including size and species.
 
Moved, seconded and CARRIED
THAT staff enhance the City’s education and awareness initiatives pertaining to tree protection in order to increase understanding of the City’s existing regulations pertaining to the proper removal of trees on private property and the measures the City takes to protect trees on civic lands.

Staff was directed to schedule a Special Council meeting on Thursday, May 16 for adoption of the Tree Retention Bylaw.

THAT staff report back on the net financial implications and procedures for requesting removal of Murray and Clarke Streets from the Major Road Network and the financial implications and procedures to extend the Major Road Network to connect Heritage Mountain Boulevard to East Road.

Separation of motion was requested.

The question on the first part of the motion was put and DEFEATED as follows:
THAT staff report back on the net financial implications and procedures for requesting removal of Murray and Clarke Streets from the Major Road Network.

The question on the second part of the motion was put and CARRIED as follows:
