THAT the minutes of the Committee of the Whole meetings of Thursday, January 31, 2013 and Tuesday, February 5, 2013 be adopted.

The General Manager of Financial Services provided an overview presentation on the current draft budget.

THAT the budget be adjusted to reduce the asset levy from 1% to .5% in 2013, to .75% in 2014 and 1% in 2015.

THAT the legal services budget be established at $120,000.

THAT the Council contingency budget amount of $40,000 be deleted from the budget.

THAT finance staff report back to Council on the regular salaries increase in Financial Services of $44,000.

THAT the new invasive species budget funding be ramped up over two years by budgeting $25,000 in 2013 and $30,000 in 2014.

THAT the Police budget be reduced by $250,000 in administrative salaries regular.

THAT the Police Board be requested to reduce the regular policing overtime budget by $40,000.

THAT the 2013 budget survey results be received for information.

THAT when staff brings the budget back to Council for final consideration, the operating tax rate increase for 2014 be 1.5%, 2015 be 1.5%, 2016 be 1.5% and 2017 be 1.5% not including the asset levy.
