Tonight we are in for something special for Art at Council. I would like to invite Andrew Danneffel and Geoff Cameron of the Port Moody Rock & Gem Club to come up to the podium to share it with us. 

Andrew Danneffel is the Port Moody Rock & Gem Club Show Chair and Webmaster. Geoff Cameron is a long time member of the Port Moody Rock & Gem Club and the artist who cut the Port Moody Centennial Stone.

To recognize Port Moody’s Centennial, Geoff Cameron, master faceter, has cut a special stone. Featuring a custom design of 100 facets – one representing each year of Port Moody’s existence – the gemstone was cut from a flawless quartz crystal found over 50 years ago at Four Brothers Mountain, near Hope, BC. The quartz crystal has its own unique connection to Port Moody – it was found by Les and Marg Flanagan, Port Moody residents for 50+ years and long time members of the Port Moody Rock & Gem Club.

On Tuesday, November 26th Andrew Danneffel of the Port Moody Rock & Gem Club, artist Geoff Cameron, and Marg Flanagan gifted the City of Port Moody with the Port Moody Centennial Stone and spoke about its history, significance, and connection to Port Moody.

Tonight, as the Historical Highlight at Council, we welcome Ms. Judith Forst, internationally acclaimed mezzo-soprano and the City’s sixth recipient of the Freedom of the City Award.

Judith made her debut at the Metropolitan Opera on September 19, 1968 at the age of 24. She has received numerous awards and distinctions, among them an Honorary Doctorate of Letters from the University of British Columbia, an Honorary Doctorate of Music from the University of Victoria, and Opera Canada's prestigious Ruby Award. Judith is an Officer of the Order of Canada and a recipient of the Order of British Columbia.

In 1992, Ms. Forst was presented with the key to our City – 21 years ago tomorrow – on November 27, 1992. Judith was honoured by then Mayor David Driscoll, in recognition of her magnificent contribution to the arts, both National and International, and as an outstanding ambassador of the City of Port Moody.

At the time, Mayor Driscoll said, "our City is proud to be the home of Judith Forst...she has long been one of Port Moody’s ‘proudest assets’ and must be considered one of our special leading Citizens".

The Mayor introduced Ms. Judith Forst with a video clip of a Canadian Opera Company performance of Anna Bolena. Ms. Forst spoke about her experience of growing up in Fraser Mills, attending school in the Tri-Cities, studying at UBC, and winning singing competitions that brought her to New York to sing at the Metropolitan Opera. Ms. Forst spoke about moving back to the Tri-Cities 37 years ago, building her home in College Park, and raising her family in Port Moody, which they continue to proudly call home. Council thanked Ms. Forst for taking part in the Centennial Celebrations

2. Public Input
 
Anne Hulbert, Port Moody, requested information on the progress of the City’s emergency preparedness planning and on the public art for the new fire hall. The Mayor took the opportunity to provide a brief update on the progress of the update of the City’s Emergency Preparedness Plan.
 
 
 
 
Presentation: Janine Davies, incoming Chair of the Tri-Cities Chamber of Commerce

Janine Davies gave a presentation on the activities of the Tri-Cities Chamber of Commerce in 2013, and provided information on the services they render to the public and the business community. Ms. Davies answered questions from Council on the Chamber’s new membership model, membership numbers and trends, and tourism related services. The Mayor noted that the City of Port Moody has many unique owner operated businesses that would benefit from more widespread promotion, and thanked Ms. Davies for her presentation

 
 
Presentation: Denise Le, Communications Coordinator, BC Hydro

Judy Dobrowolski, Stakeholder Engagement Advisor, Antigone Dixon-Warren, Project Manager, and Matt Drown, Transmission Engineer from BC Hydro, gave a presentation on the Transmission Line Study currently underway to assess the feasibility of three potential routes to expand the network of transmission lines to meet the increasing power demand in the Lower Mainland. Ms. Dixon-Warren provided background information on the impetus for the expansion, details of each of the three potential routes, and a schedule of the public consultation.

 
3.3  SD 43 - Moody Middle, School of the Arts

Nancy Bennett, Principal of Moody Middle School, Trevor Kolkea, Vice-Principal of Moody Middle School, and Julie Pearce, Assistant Superintendent of School District 43 jointly gave a presentation on the newly announced Moody Fine Arts School, which will replace Moody Middle School after Eagle Mountain Middle School is opened. The Moody Fine Arts School will have 250 students, a large music program, a large theatre program, and a late French immersion program. Mr. Kolkea answered questions from Council on expected enrolment, funding, Neighbourhood Learning Centre, and availability of separated access for after-hours use

Report: Engineering and Parks Services – Engineering Division, dated November 19, 2013

The General Manager of Engineering and Parks Services provided an overview of the report, answered questions from Council on funding and the ramifications of adding roads to the MRN, and addressed concerns about the loss of autonomy in managing the roads and their traffic volumes.

THAT Council direct staff to submit an application to TransLink for the following roads to be added to the Major Road Network as recommended in the November 19, 2013 Engineering and Parks Services report "Proposed MRN Designated Road Connection to East Road":
 
• Heritage Mountain Boulevard: Ioco Road to David Avenue
• David Avenue: Heritage Mountain Boulevard to Forest Park Way (West) 
• Forest Park Way: David Avenue to Aspenwood Drive 
• Aspenwood Drive: Forest Park Way to East Road 
• David Avenue: David Avenue at Coquitlam Border to David Avenue at Forest Park Way (West) Intersection.

The Senior Project Manager and Construction Engineer answered questions from Council on the scope of the project, regulatory requirements, and the potential for public art and landscaping.
