Report: Engineering and Parks Services, dated May 13, 2014 / File: 08-3010-01/Vol 01
 

The General Manager of Engineering and Parks provided an overview of the proposed Harbour Management Strategy, which includes the introduction of a Designated Anchorage Area (DM). It was noted that boats can remain in the DM for a fee, and tha.t boats anchored outside of the Designated Anchorage Area would be removed by Port Metro Vancouver. It was agreed that further public consultation is desired, and that Port Metro Vancouver shall address the issue of derelict boat removal.

THAT the report from Engineering and Parks Services dated May 13,2014 regarding Harbour Management Strategy - Consultation Update and Next Steps be received for information;
AND THAT staff conduct further public consultation regarding the Designated Anchorage Area, noting that a complete Harbour Management Plan requires that Port Metro Vancouver provide details on timing and criteria for removing boats outside of the Designated Anchorage Area.

The Acting Manager of Development Services noted the latest information received is that BC Assessment will classify medical marihuana productions facilities as farms. This will significantly lower property taxes for commercial medical marihuana production facilities. It was agreed that further information is necessary before proceeding.

THAT the following recommended resolution be forwarded to Council for consideration:
THAT the Port Moody Zoning Bylaw No. 1890 be amended to allow medical. marihuana production and testing in certain zones within the urbanized areas of the City (e.g. Light Industrial (M1) and/or General Industrial (M3) lands) as recommended in the report dated May 12,2014 from Development Services - Planning Division re: Regulation of Commercial Medical Marihuana Production in Port Moody

THAT this item be deferred until staff reports back with more information on the changes to BC Assessment's classification of Commercial Medical Marihuana Production Facilities.

Report: Engineering and Parks Services, dated May 12, 2014 / File: 11-5240-01/ Vol 01

The Senior Project Engineer provided an overview of the 2013 Capital Program and provided details on the categories of projects whose funding can be returned to the reserve. It was noted that the Asset Renewal Strategy will allow for more accurate budgeting in the future.

The City Manager gave an update on the Team Action Plan and presented the progress on the consolidated work plan. General Managers in attendance provided departmental updates.
