THAT the agenda for the July 22, 2014 be amended by removing item 9.11 - Tree Bylaw Update and putting it on the Committee of the Whole Agenda for discussion on July 29, 2014;
AND THAT an addition be made to the agenda titled "Fee Bylaw Amendment" a bylaw to amend the City of Port Moody Fees Bylaw, 2013, No. 2971 to add a fee for pay parking under 7.2 of Legislative Matters.

1.1 Introduction of Art at Council

Tonight's artwork, Large Vessel, comes to us from Pauline Doyle who has been creating and teaching ceramic arts for 15 years in the Metro Vancouver area. Her work can be found in collections far and wide including Canada, United States, France, Germany and Great Britain.
From 2009-2012 Pauline was the Artist in Residence at the Port Moody Arts Centre where she developed her own work, ran the public studio and taught classes. Presently she runs a small private studio and teaches ceramics hand-building and glazing to children and adults at the beginner/intermediate level.
Pauline brings a variety of approaches to her work; humorous, dramatic, philosophical, historical, grave and even quirky. Her process usually involves a story, sometimes simple and other times more complex.
Whatever the approach she always aims to find that "sweet spot" where ideas and materials come together to create a realized work of art.
Pauline is a member of the Blackberry Artists's Society and her work can be seen in the Blackberry Giftshop or check out

2. Public Input
 
Jamie Cuthbert, Port Moody, urged Council to not support the proposed Fee Bylaw Amendment to allow for pay parking at Rocky Point Park, noting that there has been no Public Consultation on the implementation of pay parking, and that such a program would have many unintended consequences for park users and businesses.
 
Yvette Cuthbert, Port Moody, urged Council to delay the implementation of the parking management plan until residents and park users have had an opportunity to provide input. Ms. Cuthbert noted that pay parking would have a negative impact on her business and affect the revenue sharing program with the City.
Deb Nijdam, Port Moody, expressed her disappointment with Metro Vancouver's rejection of Westport in the Official Community Plan, and requested that Council explore possibilities for redress.
 
Hazel Mason, Port Moody, spoke on behalf of the Moody Centre Community Association, and noted that more time should be given to Public Input. Ms. Mason expressed concerns about the exclusion of basements in floor space ratio calculations, and urged Council not to adopt the Official Community Plan.
Chris Carter, Port Moody, requested that Council not adopt a pay parking program prior to completing a public consultation, and urged Council not to give the Fees Bylaw,three readings.
 
Kirk Seggie, speaking on behalf of Andrew Peller Limited, thanked Council for their support of the Westport initiative.  Mr. Seggie noted that contrary to Metro Vancouver's view of the situation, the proposed designation in the Official Community Plan is not premature as Andrew Pelier Limited already has plans for the development. Mr. Seggie noted that he would be pleased to discuss this with Council and support the land use designation.
Phil Boname, Urbanics Consultants Ltd, spoke on behalf of Andrew Peller Limited, and noted that contrary to the report from Metro Vancouver, a long-term study with extensive analysis was conducted on the site. Mr. Boname suggested appealing to the Metro Vancouver Board for a reassessment of the request.

John Grasty, Port Moody, thanked Andrew Peller Limited for sponsoring Block Parties, and urged residents to sign up to host a block party at portmoody.ca/blockparties. Mr. Grasty noted that he hopes to see the Westport Official Community Plan designation situation remedied.
 
Gaetan Royer, Port Moody, thanked Council and staff for their support of the Mossom Creek Hatchery and their assistance in expediting the development permitting process. Mr. Royer noted that six month after the devastating fire, the building permit is in hand and construction will be underway.
 
3.1 Delegation Canadian Sound Therapy Arts Society
Delegation Application: J Peachy, dated July 2, 2014 / File: 0230-01
 
J Peachy, Canadian Sound Therapy Arts Society, provided an overview of the upcoming Burrard Fish Festto be held on September 27, 2014, a free community event on the Culture Days Calendar. Mr. Peachy invited all to attend the event and requested Council support towards the $1,500 needed for the wind/bicycle/solar-powered soundstage.
 
 
3.2 Proposed Artwork for Moody Street Overpass

The Public Art Coordinator introduced the artists whose work was  selected by the Public Art Selection Jury and endorsed by the Arts and Culture Committee for the Moody Street Overpass. Nathan Lee and Matthew Thomson introduced the proposed artwork, presented maquettes of the two main elements of the installation, and answered question from Council.

THAT the City provide UBCM with a response indicating that it has concerns with the proposed changes to the building regulatory system, specifically with respect to the proposal that would give the Province sole authority to set building standards and would require local governments to amend their bylaws to be consistent with the ¡§uniform building code¡¨ eliminating local government¡¦s ability to respond to local conditions.

5.3 Sports Display Awards Criteria

11.1 Council Verbal Reports
Councillor Elliott noted that he attended the September 12, 2014 openings of Bennie's Trail and the Westhill Sports Box, and the Mossom Creek Fundraiser on September 13, 2014, which raised $25,000 in support of the Mossom Creek Hatchery. Councillor Elliott wished everyone a good summer.
Councillor Rosemary Small noted that she very much enjoyed the Art in the Garden event, which was highly successful. Councillor Rosemary wished everyone a good summer.
Councillor Nuttall noted that the Community Picnic and Fireworks will be held on Saturday, July 26, 2014 at Rocky Point  Park; children's games start at 2:00pm, Abracadabra Starts at 8:20pm, and the Fireworks starts at 10:10pm.
Councillor Glumac commented on the success of Art in the Gardens, and introduced the following Notice of Motion:
WHEREAS a number of municipalities, including Pitt Meadows, Maple Ridge and Coquitlam, have requested a moratorium on planning for waste-to-energy and incineration;
AND WHEREAS the Metro Vancouver Board has outstanding questions regarding the business case for incineration;
THEREFORE BE IT RESOLVED THAT the City of Port Moody request that all efforts related to the building of a new waste-to-energy or garbage incineration facility be delayed for a period of three years, during which time disposal bans and EPR programs can mature, a comprehensive analysis of economic and environmental impacts can be prepared, alternative methods of disposal methods can be established, including mixed waste recovery facilities, and to allow for a process for public consultation.
Councillor Royer reported on the Future of Region Sustainability Breakfast she attended, at which waste separation at source was discussed, and noted that there are innovative ways of collecting waste to meet resident's needs. Councillor Royer also noted that exciting changes are on the way for the Port Moody Library, which has recently
completed their space needs analysis.
 
Mayor Clay noted that in addition to the recent successful fundraiser, Mossom Creek has also had their sod-turning for the new hatchery.
Mayor Clay thanked George Assaf, Pat Dennett, and Gaetan Royer for their work on the hatchery.
Mayor Clay also noted his appreciation for Bennie's Trail.
 
11.2 Staff Verbal Reports
 
The City Manager noted that James Stiver will be starting his position of General Manager of Development Service on July 25, 2014, and thanked Mary De Paoli for her work as Acting General Manager of Development Services during the transition period.
