CW14/094 Moved, seconded and CARRIED THAT the minutes of the Committee of the Whole meeting of Tuesday, September 2, 2014 be adopted.
The Manager of Sustainability gave a presentation on the Proposed Tree Management on City Property Policy, explained how it differs from the Tree Bylaw, and highlighted the changes from the existing Tree Removal on City Property Policy. The Manager of Sustainability answered questions from Council on the policy's applicability and financial implications.
CW14/095 Moved, seconded and CARRIED THAT the report from Development Services, Sustainability Division, dated September 5, 2014 regarding the Proposed Tree Management on City Property Policy be forwarded to Regular Council for consideration.
The Planner gave a presentation on the proposed Tree Protection Bylaw and the accompanying Municipal Ticketing Information Utilization Bylaw Amendment. Staff answered questions from Council on the bylaw's applicability, penalties and fines. A discussion ensued on the clarity of the proposed bylaw on its application to owners of single family homes.
CW14/096 Moved, seconded and CARRIED THAT the draft Tree Protection Bylaw No. 2961, 2014 be forwarded to Council for consideration as recommended in the report dated July 4, 2014 from Development Service - Planning, with additional clarity on the application of the policy to owners of single family residences as previously included in section 5(d). AND THAT the draft Municipal Ticket Information Utilization Bylaw No. 2011, No. 2896, Amendment Bylaw No. 3, 2014, No. 2962 be forwarded to Council for consideration as recommended in the report dated July 4, 2014 from Development Services - Planning.

Staff answered questions on the hours of operation, the possibility of consideration for local businesses in reviewing proposals, and public consultation.
CW14/097 Moved, seconded and CARRIED THAT the report dated August 28, 2014 from Development Services, Building, Bylaws and Licensing Division regarding a new Food Truck Program be forwarded to Regular Council for consideration.
The Manager of Financial Planning gave a presentation on the changes in the proposed Investment Policy Update.
CW14/098 Moved, seconded and CARRIED THAT the report from the Financial Services Department dated August 18, 2014 regarding Investment Policy Update be forwarded to Regular Council for consideration.
The General Manager of Financial Services gave a presentation on the proposed Budget Expenditure Control Policy.
CW14/099 Moved, seconded and CARRIED THAT the report from Financial Services dated August 20, 2014 regarding the Budget Expenditure Control Policy be forwarded to Regular Council for consideration.
The General Manager of Financial Services provided background information on the Long Range Strategic Financial Planning process, and introduced John Weninger from Urban Systems Ltd. Discussion ensued on targeted reserve funding, changing service levels, and the effects of applying the Long Range Strategic Financial Framework to the budgeting process.

The General Manager of Engineering and Parks Services gave a presentation on the options for introducing a glass recycling program. Discussion ensued on cost calculations, the need for and manner of public consultation, and proposed locations of glass depots.
CW14/101 Moved, seconded and CARRIED THAT the report from the Engineering and Parks Services Department dated September 8, 2014 regarding Curbside Glass Collection /Interim Establishment of Glass Depot be forwarded to Regular Council for consideration; AND THAT information be provided regarding the overall cost savings per household of collecting glass before and after MMBC, and on the mixing of different colours of glass should the City collect it; AND THAT consideration be given to locating glass collection depots in high traffic areas near shopping centres.
