1.1 Introduction of Art at Council
Verbal Report: Mayor Clay / File: 7705-01

Margret Billings is tonight's featured artist, and has been working with stained glass since the early eighties. After attending a few workshops she was captivated by this art form which inspired her to set up a small studio in her house.
Margret mainly uses the copper foil technique, allowing her to design with easy flowing lines that more naturally suit her background in drawing.
She is fascinated by the interaction of lines, color and texture with light. A finished stained glass piece looks most beautiful and interesting in the ever-changing natural light.
Tonight's award winning piece is called Spring 1 and was originally part of a series based on seasons. Margret's lamps are an artistic expression combining shape, colour and texture to enhance their function as accent lights. They are one of a kind. Margret might use a certain shape again, but it will be quite distinct using different design and glass. Margret is a member of the Blackberry Artist's Society and a variety of her work can be found year round in the Blackberry Gift Shop.

2. Public Input

Brian Sproule, Port Moody, expressed his concern that politicians in neighbouring municipalities made public comments that unduly influenced the outcome of the municipal election in Port Moody. Mr. Sproule also expressed his support for retention of industrial land.
Rod MacVicar, Port Moody, thanked the outgoing Council for all the work that they have done as stream stewards. Mr. MacVicar expressed special thanks to Councillors Elliott, Nuttall, and Small for their contribution and their dedication to making Port Moody a unique community by making it possible to have multiple salmon-bearing streams within an urban area. Mr. MacVicar urged Council to refer the compensation projects discussed in item 5.7 of the agenda to stream stewards for review..
Robert Simons, Port Moody, congratulated the members of Council who will be returning next term and thanked all outgoing members of Council for their work, especially Councillor Elliott for his many years of service. Mr. Simons urged Council to not simply receive the report in item 5.12, but to take action to preserve the IOCO Townsite, lest its heritage value be lost permanently.
Jim Millar, Port Moody, urged Council to take action to preserve the IOCO Townsite, noting that many of the buildings are in dire need of stabilization, and that the IOCO Hall and the IOCO School require immediate repairs.
Raman Braich, representing CUPE Local 285, thanked Council for all their work over the last three years. Mr. Braich thanked Councillor Elliott specifically for his many years of service to the community. Mr. Braich noted that he will also be thanking in person Councillors Nuttall and Small, who were not in attendance.
Nikki Bryce, Port Moody, congratulated the members of Council who will return for another term, and thanked outgoing members of Council for their work. Ms. Bryce provided a verbal report on the Port Moody Art Association Show and Sale, noting that it was a highly successful event, with over $15,000 of art sold. Ms. Bryce spoke about the importance of bringing art to the community, and noted that the Port Moody Arts Association was not mentioned in the Arts and Culture Committee Annual report in item 5.2.

3.1 Presentation - Youth Focus Commmittee Annual Report

Members of the Youth Focus Committee presented their Annual Report for 2014, which highlighted the following:
2013 Christmas Dinner, SHARE Family Sponsorship, Bowling Party, Treasurer Position, Fundraisers,
Valentine's Day Youth Dance, Parks and Recreation Master Plan Focus Group, Tri-City Youth Week REACH Awards Ceremony, Youth/Mentor
Soccer Game, Amazing Race, Senior's Pancake Breakfast, Spring Fever Youth Dance, Canadian Cancer Spciety's Relay for Life, Moody Middle Grade 8 Grad Youth Dance, "Get Out" Youth Camping Event, Youth
Scholarship, EPIC Youth Camps, ScootFest 2014, Halloween Youth Dances, and the Band Showcase.

Council thanked the committee for their presentation, and commended them on their work and dedication to the community. Council commented on the committee's evolution from being a youth focus group to an effective organization whose community contributions are well appreciated.

3.2 Dlegation - Access Youth Outreach Services
Delegation Application: Jerome Bouvier, dated September 24, 2014 / File: 0230-01
Presentation
 
Jerome Bouvier provided an update on the activities of the Access Youth Outreach Services, formerly known as POCOMO Youth Outreach Services. Mr. Bouvier noted that his organization has expanded its service area to include the City and Township of Langley, and its client base to include 12 to 23 years old. Mr. Bouvier noted that the Evergreen Line will bring people in need of services to the Tri-Cities, and urged Council to consider the City's preparedness for the increase in demand for social services and willingness to invest in those services.
Delegation Application: Chris Bayliss, dated October 29, 2014 / File: 4920-01
Chris Bayliss provided a verbal report on the activities of the Lower Mainland Christmas Bureau, noting that they deliver 50 to 80 thousand toys each year to those in need with the help of over 700 volunteers, and have been in operation since the depression in the 1930's, Mr. Bayliss informed Council of the impact that changes in Highway Use Permit procedures in the City of Port Moody on their organization, noting that their fees have gone from $700 in previous year to $7,000 last year, and that other municipalities along the route have waived similar fees.
Mr. Bayliss noted that the Christmas Toy Run does interrupt traffic in Port Moody for approximately 30 minutes, and brings 10,000 toys for children in need in the Tri-Cities.
Council thanked Mr. Bayliss for his presentation and noted that there will be a follow up with staff on the information provided in the presentation.

 
Report: Port Moody Police Board, dated November 19, 2014 / File: 7400-01
 
Robert Simons, member of the Port Moody Police Board, gave a presentation on the Port Moody Police Department 2015-2019 Financial Plan and reviewed the strategic goals and outcomes for the coming year.
Mr. Simons presented the 2015 Operating and Capital Plan for 2015- 2019, summarizing the cost drivers in the proposed budget.

17, 2014 from Engineering and Parks Services regarding the Request for a New Federal Fund for Wastewater System Upgrades and Replacement.
 
 
5.10 Preschool Task Force Report on Preschool Waitlists

AND THAT Recreation Services review the need for more preschool programs evenings and weekends;
AND THAT a second curtain be added to one side of the Recreation Centre gymnasium to increase the number of programs that can be offered in the gym at the same time;
AND THAT Recreation Services research options for leasing space weekday mornings in schools or churches for preschool programs;
AND THAT administrative support for preschool programs increase as the number of programs increases. This would be
offset by revenue from additional preschool programs;

11. Reports from Council
 
11.1 Presentation to Outgoing Council
Presentation: Mayor Clay / File: 0530-00
Mayor Clay thanked Councillor Small for her service over the last three years in her absence. Mayor Clay noted that Councillor Small was passionate about the Transportation Committee and the Economic Development Committee, introduced the Port Moody Safety Fair, and worked tirelessly on the Night Market and the High-Tech Park projects.
Mayor Clay also noted that Councillor Small has lived on the North Shore for 21 years and is the president of the Barnet Lions Club.
 
Mayor Clay thanked Councillor Nuttall for his service in his absence, and noted that Councillor Nuttall was a friend and long-term member of Council, who served three terms over twelve years. Mayor Clay noted that Councillor Nuttall performed miracles for Port Moody's Centennial Year, and worked tirelessly with volunteers to put together more events than anyone thought possible. Mayor Clay noted that Councillor Nuttall was the Councillor who will come to your house and look at whatever problems you say you have and try to help. Councillor Nuttall has lived
in Port Moody for 32 years. Mayor Clay noted that he will be missed on Council.
Mayor Clay thanked and acknowledge Councillor Elliott, who was in attendance at this last Council meeting for this term. Mayor Clay noted that while Councillor Elliott was often known as the Councillor for Glenayre, he served the  entire community and was always stepping up and helping. Mayor Clay noted that Councillor Elliott was part of many
external committees, worked with youth, the homelessness task group, the library, and fire services. Mayor Clay wished Councillor Elliott the very best for the future.

Councillor Elliott noted that he was requested by Kathleen Nadalin at the last Transportation Committee meeting to present Operation Red Nose at this Council meeting, noting that the program runs through to New  Years Eve and is still accepting volunteers. Councillor Elliott thanked staff for their contribution to the City, noting that Port Moody has an excellent staff that is the envy of other cities. Councillor Elliott thanked residents for all the support they have given over the years and noted that he has stayed on to see many of the projects he was involved with
come to fruition, and is ready for a break.
The Mayor presented Councillor Elliott with a glass sculpture as a token of appreciation.
