File: 0370-20-22 CW15/026 Moved and CARRIED THAT the draft Terms of Reference for the Secondary Suite Task Force be adopted as attached to and recommended in the report dated May 10, 2015 from the Corporate Services Department, Legislative Services Division regarding Terms of Reference for the Secondary Suite Task Force. 4.2 Pay Parking in Rocky Point Park – Project Prioritization
Report: Financial Services Department, dated April 23, 2015 File: 11-5480-02 CW15/027 Moved and DEFEATED THAT staff defer the implementation of pay parking at this time and allocate resources to higher priorities established by Council as referenced in the report dated April 23, 2015 from Financial Services Department regarding Pay Parking in Rocky Point Park - Strategic Direction of Council. (Voting Against: Councillors Dilworth, Glumac, and Lahti) CW15/028 Moved THAT staff proceed with the public consultation plan previously presented to Council included in Attachment 2 of the report dated April 23, 2015 from Financial Services Department regarding Pay Parking in Rocky Point Park - Strategic Direction of Council. CW15/029 Moved and DEFEATED THAT the foregoing motion be amended by adding: "AND THAT section 3 of the "Planning your pay parking public engagement" document be increased in scope to include reference to time and ticket options if the respondent is not in favour of pay parking." The question on the main motion {CW15/028) was put to a vote;

Moved THAT the City proceed with a "pay by licence plate" trial pay parking program at Rocky Point Park at parking lots A, B and E that includes resident parking fee exemptions for a maximum of two vehicles per household, a $1 per hour non-resident parking rate and a four-hour parking maximum as recommended in the report dated July 8, 2014 from Financial Services Department and Engineering and Parks Services regarding Rocky Point Park – Pay Parking Trial Implementation Details; AND THAT the one-time costs be funded from Accumulated Surplus. CW15/031 Moved and CARRIED THAT the foregoing motion be amended by removing "for a maximum of two vehicles per household." The question on the main motion (CW15/030) as amended was put to a vote and was DEFEATED.
(Voting Against: Councillors Glumac, Royer, and Vagramov) CW15/032 Moved THAT staff abandon the implementation of a pay parking only model; AND THAT staff report back with options for a time and ticket model with increased enforcement, and stages of time allotment for managing parking at Rocky Point Park. CW15/033 Moved and CARRIED THAT the foregoing motion be amended by adding: "AND THAT staff report back with information on metered and limited free parking at Rocky Point Park." Separation of the first clause of the amended motion was requested. The question on the first part of the main motion (CW15/032) as amended (by CW15/033) was put to a vote; the first part of the motion was DEFEATED.
(Voting Against: Councillors Dilworth, Glumac, Junker, and Lahti) The question on the second and third parts of the amended motion (CW15/032 and CW15/033) was put to a vote; the second and third parts of the motion were CARRIED.

File: 15-8160 CW15/034 Moved and CARRIED THAT Council approve funding for committee clerk support for the Youth Focus Committee as recommended in the report dated April 30, 2015 from the Youth Focus Committee regarding Committee Clerk Support for the Youth Focus Committee. Report: Development Services Department - Building, Bylaw and Licensing, dated May 4, 2015
File: 09-3800-00 CW15/035 Moved THAT Administrative Policy - Neighbourhood Feedback in Established Neighbourhoods be endorsed as recommended in and attached to the report dated May 4, 2015 from the Development Services Department regarding the Neighbourhood Feedback Process for Established Neighbourhoods; AND THAT staff be directed to report back with a Fee Bylaw Amendment to incorporate the new $420 Neighbourhood Feedback Fee as set out in the report. CW15/036 Moved THAT the foregoing motion be amended by adding: "AND THAT the posting of proposed elevations and site plans approved by staff on-site at the owner's expense be included in the Administrative Policy – Neighbourhood Feedback in Established Neighbourhoods." CW15/037 Moved THAT the foregoing motion be amended by substituting "online" for "on-site," and by adding "AND THAT the URL be included on the sign erected on-site." CW15/038 Moved and CARRIED THAT the foregoing amending motions (CW15/036 and CW15/037) be referred to staff to provide further information. CW15/039 Moved and CARRIED THAT the foregoing motion (CW15/035) be amended by adding: "AND THAT the notification area be expanded to 100m from 50m." (Voting Against: Councillor Royer) CW15/040 Moved and CARRIED THAT the foregoing motion (CW15/035) be amended by removing "$420." The question on the main motion (CW15/035) as amended (by CW15/039 and CW15/040) was put to a vote; the motion was CARRIED.
4.5 Good Neighbour Guidelines Report: Development Services Department - Building, Bylaw and Licensing, dated May 1, 2015 File: 09-3900-05-03 The General Manager of Development Services and the Manager of Building, Bylaw, and Licensing gave a presentation on the Good Neighbour Guidelines.
