THAT the minutes of the Committee of the Whole meeting of Tuesday, June 16, 2015 be adopted.

Staff provided a brief overview of the report from Development Services, Planning Division, and responded to questions from Council regarding possible relocation of soil within a property, protective measures to minimize negative impacts on drainage patterns, and the impact the bylaw may have on site grade calculations.

THAT the report dated June 29, 2015 from Development Services - Planning Division regarding Site Alteration Bylaw be forwarded to Council for consideration with the following recommendation:
THAT staff be directed to bring forward a Site Alteration Bylaw that tracks grade changes and regulates the placement and type of fill, in the case of soil deposit and site clearing operations, for Council's consideration


4.2 Tree Managementon City Property Policy

Report: Development Services, Sustainability Division, datedJune 30, 2015 / File: 6410-04/2014

Staff provided an overview of the report from Development Services, Sustainability Division, including information on policy background, the consultation timeline and process undertaken to date, proposed changes, and results of the public consultation.
Staff responded to questions from Council regarding tree replacement options, results of the public consultation, the process for healthy tree removal requests from the public, the number of such requests to date, previous Council direction, and potential reasons for non-hazardous tree removal.

THAT City of Port Moody Corporate Policy 12-6300-01 Tree Removal on City Property be rescinded;
AND THAT City of Port Moody Corporate Policy 12-6300-03 Tree Management on City Property provided as Attachment 1 in the report dated June 30, 2015 from Development Services, Sustainability Division regarding Tree Management on City Property Policy be adopted.

4.3 Proposed Designated Anchorage Area Pilot Program - Public Consultation Results

Report: Engineering and Parks Services, dated June 29, 2015 / File: 08-3010-01 /Vol 01

Staff provided an overview of the report from Engineering and Parks Services, including the issues created by boats anchored in the inlet, the authority of the City and Port Metro Vancouver, the options before Council for a proposed designated anchorage area, and results of the public consultation session held in May 2015.
Staff responded to questions from Council regarding the types of hazards posed by anchored boats, the process and timelines for removal of unauthorized boats by Port Metro Vancouver, insurance requirements, technical requirements, financial implications, and results of the public consultation. THAT staff proceed with Option 1, Implement a Pilot Designated Anchorage Area with Anchorage, as recommended in the report dated June 29, 2015 from Engineering and Parks Services regarding Proposed Designated Anchorage Area Pilot Program - Public Consultation Results
AND THAT the Designated Anchorage Area be limited to 20 spots located further offshore;
AND THAT staff bring back the terms and conditions of the lease with Port Metro Vancouver for the Designated Anchorage Area for Council approval;
AND THAT this report be referred to the Finance Committee to review the costs and cost recovery options for the Designated Anchorage Area Pilot Program.

THAT the foregoing motion be amended by adding:

"AND THAT the lease agreement include written commitment from Port Metro Vancouver to provide boat removal timelines for boats outside the Designated Anchorage Area."
