THAT the $60,928 for the Next Generation Radio System Equipment be funded from the Police E-Comm Reserve V Account No. 3100 as recommended in the memo dated March 1, 2017 from the Port Moody Police Board regarding Access to E-Comm Reserve for Next Generation Radio System.

Funding Source for Participation in BC Ale Trail 2017

THAT the $5,000 for participation in BC Ale Trail 2017 be funded from Council Contingency.

Funding Source for Vector Control and Abatement on Private Property

THAT $5,000 for the Citys portion of costs for vector control and abatement on private property for 2017 be funded from Council Contingency.

Funding Source for 2017 Centre for Civic Governance Forum

THAT up to $1,747.74 for the 2017 Centre for Civic Governance Forum be funded from Council Contingency.

Recommendation:
THAT the proposed 2017-2018 Parks and Recreation Commission Work Plan be approved as recommended in the report dated March 16, 2017 from Parks and Recreation Commission regarding 2017-2018 Parks and Recreation Commission Work Plan.

5.3 2016 Preschool Waitlist Numbers for Recreation Programs

9.1 Intermunicipal Business Licence Bylaw Amendment

A Bylaw to amend city of Port Moody Intermunicipal Business Licence Bylaw, 2012, No. 2947.

Recommendations:
THAT the revenue for intermunicipal business licences issued in 2016 be allocated between the cities of Coquitlam, Port Coquitlam, and Port Moody in accordance with the 2013-2015 cost allocation model as recommended in the report dated March 20, 2017 from Development Services Department V Building, Bylaw, and Licensing Division regarding Intermunicipal Business Licence Bylaw Amendment;
AND THAT City of Port Moody Intermunicipal Business Licence Bylaw, 2012, No. 2947, Amendment Bylaw No. 2, 2017, No. 3074 be read a first time.
THAT Bylaw No. 3074 be read a second time.
THAT Bylaw No. 3074 be read a third time.

9.2 Land Use Contract Amendment V 300 Morrissey Road (Parcel D Suter Brook Village)

Recommendations:
THAT City of Port Moody Land Use Contract No. 4, 1978, Authorization Bylaw No. 1409, Amendment Bylaw No. 10, 2017, No. 3076 (300 Morrissey Road (Parcel D), Suter Brook) be read a first time as recommended in the report dated March 20, 2017 from Development Services Department V Planning Division regarding Land Use Contract Amendment V 300 Morrissey Road (Parcel D Suter Brook Village).
THAT Bylaw No. 3076 be read a second time;
AND THAT Bylaw No. 3076 be referred to a Public Hearing to be held on Tuesday, April 11, 2017 at City Hall, 100 Newport Drive, Port Moody.

Recommendation:
THAT staff submit an application for the ParticipACTION 150 Play List Community Grant as recommended in the report dated March 9, 2017 from Community Services Department V Recreation Services Division regarding ParticipACTION 150 Play List:

9.4 Community Grant Application. Recreation Complex Hardscape and Landscape Renovation
Report: Environment and Parks Department V Horticulture Division, dated March 14, 2017 / File: 12-6010-01

Recommendations:
THAT the hardscape and landscape renovation project at the arena entrance of the Recreation Complex be approved as recommended in the report dated March 14, 2017 from Environment and Parks Department V Horticulture Division regarding Recreation Complex Hardscape and Landscape Renovation;
AND THAT the $30,000 required to complete the renovations be referred to the Finance Committee to identify a funding source.

Recommendation:

10.2 Delegation Response V Volunteer Cancer Drivers Society
Memo: Corporate Services Department V Legislative Services Division, dated March 22, 2017 / File: 01-0230-01

Council direction is requested.

Recommended resolution if request is supported:
THAT a grant of $2,000 be provided to the Volunteer Cancer Drivers Society in support of the Volunteer Cancer Drivers program;
AND THAT the $2,000 be referred to the Finance Committee to identify an appropriate source of funding.

10.3 Delegation Response V B.C. Society for Male Survivors of Sexual Abuse

Delegation request:
