Agenda Minutes
Mayor Clay introduced the evening’s Art at Council, a trailer for a film titled Operation Avalanche. Mayor Clay noted that Operation Avalanche is one of six films that will be screened at the 17th Annual Port Moody Canadian Film Festival, which takes place March 9-12, 2017 at the Inlet Theatre. After screening the trailer, Mayor Clay invited Connie Smith, President of the Port Moody Canadian Film Festival Society, to speak about the film festival. Ms. Smith noted that six films will be screened during the festival this year, and encouraged everyone to attend.
2. Public Input
Andrea Ledingham, Port Moody, thanked Council for their continued support of the Heritage Designation of the Belcarra Cabins, and noted that the Metro Vancouver Regional Parks Committee will be considering a report titled Belcarra Regional Park – Moving Forward with Public Use of Belcarra South at its meeting to be held on March 1, 2017. Ms. Ledingham urged Council to consider the report critically and provide input to the Metro Vancouver Regional Parks Committee as appropriate.
Robert Simons, Port Moody, expressed concerns regarding the report being considered by the Metro Vancouver Regional Parks Committee on the status of the Belcarra South Cabins and encouraged Council to work with Metro Vancouver to ensure the continued protection of the cabins.
John Grasty, Port Moody, expressed support for the establishment of a Festivals and Events cost centre and asked that the same be done for community grants and public consultations. Mr. Grasty expressed concerns regarding Port Moody’s City of the Arts branding not being included in the draft Tourism Plan that was presented to Council in January 2017, and noted that strategic plans for the City would be better prepared by staff rather than consultants.
Ken Murray, Port Moody, expressed concerns about the proposed amalgamation of the Port Moody Curling Club and the Coquitlam Curling Club, and noted that there are ongoing issues with the quality of the curling ice in Port Moody, including structural problems with the floor of the building.

FC17/014 THAT $65,630 be transferred from Accumulated Surplus to the Festivals and Events cost centre for festivals and events in 2017.

9.1 Port Moody Curling Expansion Implementation Report: Community Services Department, dated February 14, 2017 / File: 15-7715-04-010
Staff provided an overview of the report and responded to questions from Council regarding the quality of curling ice in Port Moody, training for ice maintenance staff, and timing for the proposed amalgamation of the Port Moody and Coquitlam Curling Clubs.
RC17/072 Moved and seconded THAT staff be directed to work with the Port Moody Curling Club and City of Coquitlam staff and curlers to expand curling in Port Moody for the September 2017-2018 season as recommended in the report dated February 14, 2017 from Community Services Department regarding Port Moody Curling Expansion Implementation.
RC17/073 Moved and seconded THAT the foregoing motion be amended by replacing “for the September 2017” with “as early as the September 2017” and by replacing “Port Moody Curling Club” with “Port Moody Curling Club, Coquitlam Curling Club,”.

Staff gave a presentation on the Murray Street Bike Path Extension project, providing information on the selected bike path design, the benefits of extending the current bike path, and the project timeline. Staff responded to questions from Council regarding loss of on-street parking spaces, safety for cyclists, potential for completing the project in-house, and enforcement of parking regulations.
